Does The Smart City Pilot Improve The Efficiency Of Government Environmental Governance?

Since the 21 st century,our country has been going through the rapid development in the level of urbanization and economic prosperity.With the continuous improvement,the problem of urban diseases is becoming more and more prominent.China’s long-time and far-ranging economic boom has memorably expedited the tentor of urbanization as well boosted the life level of inhabitants,but it has also given rise to environmental governance problems in the wake of high pollution and emissions.In view of this,government departments have gradually strengthened their attention to environmental issues,and regard environmental protection and urban sanitation as important governance goals for urban development.As a new concept and model to solve the " urban disease ",smart city has gradually attracted the attention of Chinese scholars.A smart city means an intelligent solution to a city’s problems and methods,communicating the city’s components(individuals,businesses,governments,etc.)which based on advanced information technologies such as the Internet and cloud computing.It emphasizes the synergy and integration of new digital technologies,encourages the public and organizations to actively participate in joint governance,and establishes an ecological environment of co construction,CO governance and sharing.Is the development of smart city advantageous for government environmental governance efficiency? How to better carry out intelligent environmental governance with the bedding of smart city? These above-mentioned problems are worthy to be investigated.At present,the preponderance of the literature above smart city hangs out from the theory,while under the studies on how smart city affects government environmental governance,there is insufficient empirical analysis evidence on whether smart city policy has an impact on the efficiency of government manage and its impact degree.Therefore,this thesis attempts to elaborate the theoretical basis and mechanism of smart city pilots to improve the efficiency of government environmental governance from the perspective of the government;adopt the SBM-DEA method to construct the government environmental governance efficiency index system based on input and output;uses the double difference method,explores whether the smart city pilot can improve the government environmental governance efficiency,and tests the intermediary mechanism of informatization level and industrial structure service,It also analyzes the heterogeneity based on regional location,urban level and fiscal decentralization.The research shows that the construction of smart city makes for the efficiency of government governance,and this promotion is dynamically sustainable.The informatization level and the service-oriented industrial structure have a strong intermediary effect,which can strengthen the function of construction of smart city in promoting the efficiency of government environmental governance.Location factors,city level and fiscal decentralization are important factors affecting the effect of smart city pilot policies.The research shows that cities in the eastern region,high-grade cities and cities with high degree of fiscal decentralization are easier to improve the efficiency of government governance when implementing the smart city pilot policy.These conclusions have certain significance for China to further adjust the smart city construction strategy and local government environmental governance policies,and accelerate the realization of intelligent environmental governance.
