In the context of the gradual recovery of the global economy,China still maintains a stable growth trend,with a year-on-year GDP growth of 8.1%in 2021,with sufficient economic development momentum,strong resilience and great potential.With the advancement of urbanization and industrialization,a series of environmental problems such as air pollution have gradually attracted the attention of society.According to the World Energy Statistics Yearbook 2021,China’s carbon emissions increased from 8.83 billion tons in 2011 to 9.90 billion tons in 2020.At present,the situation of emission reduction is still grim,and green and sustainable economic development has become one of the necessary and urgent tasks of China.China has always had the responsibility of a major country,and put forward the"dual carbon" goal at the 75th session of the United Nations General Assembly,to which China has carried out a series of emission reduction activities,among which the National Development and Reform Commission carried out three batches of low-carbon cities and provinces in 2010,2012 and 2017 to achieve the goal of effectively controlling greenhouse gas emissions,aiming to continuously reduce carbon emission intensity through the development of low-carbon industries,the promotion of low-carbon consumption patterns and low-carbon life,will there be spillover effects on low-carbon pilot policies,and can the goal of effectively improving air quality be achieved by reducing environmental pollutant emissions?Is there a heterogeneity in the impact of policies between different cities?In what ways does the low-carbon pilot policy affect the level of environmental pollution?In this context,this paper takes the low-carbon pilot policy as the quasi-natural experiment,and uses the balance panel data of 213 cities in China from 2003 to 2016 to analyze the environmental pollution control effect of the low-carbon pilot cities.The paper firstly expounds the urgency of ecological environment governance and the "double carbon" task,sorts out the literature of domestic and foreign scholars on policy evaluation,environmental pollution influencing factors and the implementation effect of low-carbon pilot policy,and summarizes the implementation status,existing problems,foreign practices and experiences of lowcarbon pilot policy.Secondly,based on the theoretical basis of literature review,the role path of low-carbon pilot policy affecting the level of environmental pollution is analyzed and studied,and three research hypotheses are proposed.Thirdly,by constructing a double difference model,based on the balance panel data of 213 cities in China from 2003 to 2016,this paper empirically analyzes the environmental pollution control effect of the low-carbon pilot policy,and conducts three kinds of robustness tests.Finally,the characteristics of different cities are studied through heterogeneity analysis,and the moderation effect model is constructed to study the role path of low-carbon pilot policy.Study found that the environmental pollution control of the low-carbon pilot policy has achieved remarkable results,and has passed a series of robustness tests,which further verifies the correctness and necessity of the implementation of the low-carbon pilot policy.Through heterogeneity analysis,it is found that the policy effect of low-carbon pilots is more significant for cities with small populations,high levels of economic development,and high levels of government R&D investment and financial development.Mechanism analysis shows that the environmental pollution control effect of low-carbon policy can be achieved through industrial structure upgrading and technological innovation.Based on the above empirical analysis results,this paper proposes some policy implications.Firstly gradually expand the scope of low-carbon pilot cities in a timely manner,and at the same time,the government needs to introduce systematic,specific and implemented rules and regulations to learn and promote the successful experience of pilot cities;Study the development model and development path suitable for each city according to local conditions,and pay attention to the coordinated development between different regions;Promote green technology innovation through the introduction of advanced technologies at home and abroad,subsidies for R&D funds and emphasis on talent training;Through the government’s benign industrial structure guidance and the development and utilization of clean energy,we will continuously improve the energy consumption structure and industrial structure;Improve the resource utilization efficiency in the construction of low-carbon pilot cities,and attach importance to the long-term incentive mechanism of policies;Publicize the concept of low carbon and advocate a low-carbon life.The possible innovation of this paper is:Firstly,the main purpose of lowcarbon city construction is to control greenhouse gas emissions,so many scholars mainly focus on its impact on carbon emissions,and some scholars focus on spillover effects such as industrial structure upgrading and foreign investment,and rarely focus on improving air quality,so this paper mainly examines the environmental pollution control effect of low-carbon pilot policies.Secondly,many scholars have jointly analyzed the first batch of the second batch of low-carbon pilot cities.Since the first batch of pilot cities are mostly economically developed provincial data and do not have the empirical exemplary nature of policies,the third batch of pilot cities is still in the process of construction,and in order to explore the impact of low-carbon city pilots on environmental pollution in a more detailed scope,this paper selects the second batch of low-carbon pilot cities in 2012 to study.In addition,this paper constructs the balance panel data of 213 cities from 2003 to 2016,and a large amount of data support enables the article to comprehensively and extensively investigate the environmental pollution control effect of the low-carbon pilot policy through the perspective of heterogeneity characteristics of cities,and provides new data ideas for related research.Finally,This paper provides scientific basis and support for further expanding the pilot scope of low-carbon cities,and lays a solid foundation for achieving comprehensive goals such as industrial structure upgrading and high-quality economic and social development in the process of development..
