In recent years,the government has continuously issued preferential policies to encourage foreign direct investment in China,and actively introducing foreign investment has become a core component of China’s export-oriented economic development strategy.However,on the one hand,the technology spillover effect of transnational trade has greatly improved the extensive production mode,and promoted the level of environmental protection technology in some urban areas by giving play to the "demonstration effect","spillover effect" and "competition effect".On the other hand,China’s long-term relatively loose environmental protection policy has promoted the "pollution shelter" effect to a certain extent,so that the technology spillover of crossborder trade has not played an effective role in promoting green technology innovation.Therefore,it is of practical significance to study the impact of international technology trade on environmental governance.As the "host" of international trade technology diffusion,the environmental community of city clusters is the bearer of the pressure of environmental protection and pollution control.In the past,scholars mostly used inter provincial panel data to study international trade and environmental issues,which will bring the data of areas not affected by technology transfer into the model to a certain extent and dilute the explanatory power of the model.Therefore,this paper focuses on the environmental efficiency of city clusters,puts forward four hypotheses on the impact of international technology trade on environmental efficiency,and takes the international technology trade data and environmental governance data of 134 cities in 9 city clusters from 2001 to 2020 as samples,Multiple regression analysis and threshold regression analysis are used to test the environmental effects and mechanism of international technology trade.It is found that international technology trade has a positive impact on the environmental efficiency of city clusters.Its mechanism includes the positive incomplete intermediary effect of technological progress and the positive regulatory effect of environmental regulation.Moreover,the impact of international technology trade on the environmental efficiency of city clusters has a threshold effect among cities with low,medium and high economic development levels.Based on the conclusions above,it is suggested that firstly,we should vigorously promote the technology transformation of foreign trade technology spillover to quickly promote the technological progress of city clusters enterprises;Secondly,we should do a good job in supporting environmental regulation policies to stimulate the positive impact of international technology trade on environmental efficiency;Finally,we should reasonably adjust the environmental regulation policy and technology transformation support according to the level of economic development.
