As a major province of animal husbandry products,the development of animal husbandry in Sichuan Province has made great contributions to the improvement of the quality of life of people in pastoral areas.However,the unreasonable utilization of grassland resources has also had a serious impact on the ecological environment of Sichuan Province.The water system,soil and vegetation have been damaged in different degrees,the desertification area of grassland has increased and the biological community has decreased.In the long run,it will have serious consequences.In order to alleviate the serious overload and overgrazing of grassland and the decline of biodiversity,the grassland ecological compensation policy was implemented in eight major grassland pastoral areas in China in 2011.Sichuan Province,as one of the five pastoral areas in China,is also covered by the policy.Starting from the theoretical and practical research of grassland ecological compensation,this paper summarizes the research results of scholars in the field of ecological compensation performance at home and abroad by using the method of literature analysis.According to the principle of grassland ecological compensation performance evaluation,the grassland ecological compensation performance evaluation index system in Sichuan Province is established,which is divided into two levels.Through literature review and reference of existing research results,the primary indicators are divided into ecological benefits,economic benefits and social benefits;The secondary indicators are corresponding to the primary indicators,and 15 specific indicators are selected from the perspective of ecological environment,economic development and social equity.Next,in order to determine the importance of each index,this paper uses the entropy method to give weight to each index.Among the primary indicators,the proportion of ecological benefits is the highest,the economic benefits are the second,and the proportion of social benefits is the lowest.By using the existing weight calculation,the comprehensive evaluation scores of Ganzi Prefecture,Aba Prefecture and Liangshan Prefecture in Sichuan Province after the implementation of grassland ecological compensation policy and the comprehensive evaluation scores of ecological benefits,economic benefits and social benefits are obtained.The results show that among the three prefectures,Liangshan Prefecture has the highest comprehensive evaluation score,Aba Prefecture has the second comprehensive score,Ganzi Prefecture has the lowest comprehensive score,and the comprehensive evaluation score of ecological benefits is the highest among the three benefits,At the same time,the comprehensive evaluation score of economic benefits increased the fastest.Due to the great differences in the conditions of natural environment in different regions,if the comprehensive evaluation scores are directly compared,it is impossible to distinguish whether the change trend of the comprehensive evaluation scores is caused by natural causes such as climate or the implementation of ecological compensation policies;At the same time,a simple vertical comparison of the ecological environment in the same area can not distinguish whether the improvement of the ecological environment is caused by policy or natural change trend;Therefore,through the establishment of did model,this paper takes the data of Aba Prefecture,Ganzi Prefecture and Liangshan Prefecture in Sichuan Province as the experimental group and the data of other urban areas in Sichuan Province as the control group,and selects the overload rate as the explained variable to measure the impact of the implementation of grassland ecological compensation policy on the overload rate.The parallel trend test was conducted before regression analysis.It was found that the experimental group and the control group had a common trend,which met the premise of did model analysis.The regression results show that using different regression models,it is concluded that the implementation of grassland ecological compensation policy promotes the reduction of grassland overload rate,and the reduction values are about 13.4%.In order to verify the robustness of the results,this paper adopts two robustness test methods:changing the implementation time of the policy and sub sample test,which all pass the test.Finally,this paper puts forward corresponding countermeasures and suggestions for the sustainable development of grassland in Sichuan Province. |
