The Fourth Plenary Session of the 19th Central Committee of the Communist Party of China put forward the practice of "green water and green mountains are golden mountains and silver mountains",requiring enterprises to implement the most stringent environmental protection system while comprehensively promoting high-quality trade development.So,will the increase in environmental costs caused by increasingly strict environmental regulations hinder the increase in the complexity of enterprises’ export technology?In order to clarify the selection mechanism of enterprises facing the dual requirements of environmental red line and high-quality trade development,this paper takes the 2007 sulfur dioxide emission fee adjustment policy as a quasi-natural experiment.Based on China’s 2004-2014 provincial panel data,first The double difference method was used to empirically test the net effect of the adjustment of the pollution discharge fee collection standard on the technical complexity of the manufacturing industry’s exports,and from the perspectives of parallel trend testing,false setting of policy time,random repeated sampling placebo testing,and elimination of interference policies.A series of robustness tests were conducted;then,from the perspective of cost-benefit analysis,the impact mechanism of the adjustment of the pollution discharge fee standard on the complexity of export technology was analyzed;finally,the 27 manufacturing industries were divided into sulfur dioxide emission-intensive industries and sulfur dioxide emission-non-intensive industries.And conducted a heterogeneity test.The results found that:(1)The implementation of the adjustment of the pollution discharge fee collection standard has significantly restrained the technical complexity of China’s manufacturing exports,and has been supported in the robustness test.In the dynamic effect of time,it is found that the adjustment of the pollution discharge fee collection standard has a significant inhibitory effect on the complexity of export technology in the short term,but it does not exist in the long term;The proportion of total output value has had a restraining effect,that is,the adjustment of the sewage fee collection standard has hindered the growth of the enterprise’s export technology complexity through the "cost control effect" and the "profit squeeze effect";The increase in the fee collection standard has a greater inhibitory effect on the technical complexity of the export of sulfur dioxide emission-intensive industries.According to the research results,in order to achieve high-quality development of both the environment and trade,while adhering to the strictest environmental protection policies,the government should appropriately use fiscal,taxation or financial means to increase support for technological research and development of export enterprises,and reduce The cost pressure of small enterprises increases R&D investment for enterprises,which in turn promotes the transformation and upgrading of manufacturing export technology,and provides effective stimulus for the high-quality development of trade.
