Research On The Application Of Statutory Self-examination In Airline Risk Management

The statutory self-examination system has become a kind of civil aviation safety supervision mode promoted by the whole industry.In order to make the airlines formulate the implementation plan of the statutory self-examination,this paper puts forward for the first time that the statutory self-examination system should be used to guide the risk management of airlines,so that airlines can formulate the statutory self-examination plan according to their risk characteristics.In order to explore the relationship between statutory self-inspection system and airline safety risks,23 factors of safety risks are obtained through literature investigation,civil aviation rules and regulations and airline investigation,and 5principal components are obtained by principal component analysis and named,which are technical overruns,violations,safety errors,safety information and safety management defects.Based on the actual implementation of the statutory self-inspection items by A Airlines,44 secondary indicators and 8 primary indicators of statutory self-inspection are obtained,namely flight inspection,navigation inspection,maintenance inspection,cabin inspection,aviation safety inspection,operation management inspection.,aviation security inspection,marketing service inspection;According to statistical analysis,a hypothetical model of statutory self-inspection and safety risk is established.The corresponding data of statutory self-inspection and safety risk indicators are obtained by using the completion of the statutory self-inspection checklist of A Airlines,QAR overrun event records,and monitoring problem accounts.The model is established by using structural equation model method.After correction,the fitting index reaches the standard level,and the model fitting degree is good.The results show that each item of statutory self-examination has a significant impact on airline safety risk,and it is feasible to guide airline risk management by statutory self-examination.
