| The continuation of life can not be separated from boiled water,and the inheritance of civilization can not be separated from rivers.With the rapid development of economy,rapid increase of population and industrial development,the pollution and destruction of water ecological environment by human social activities are becoming more and more serious.After the 19th National Congress,the construction of water ecological civilization has been put on the agenda.How to protect the water ecological environment and implement sustainable development has become a necessary guarantee for people’s lives.In order to deal with the pollution and destruction of water ecological environment,our government has popularized the river length system throughout the country.Based on the hierarchical control of water resources administrative power,supplemented by the chief executive responsibility system,it is an institutional innovation for China to deal with the problems of unilateral control by the government,market mechanism failure and insufficient social participation.However,it is impossible to solve the complicated water environment problems by relying solely on the river chief’s own efforts.In the management of public affairs,Eleanor Ostrom’s polycentric governance theory advocates the combination of various institutional plans,emphasizes the diversification of governance subjects,and makes a good response to the collective action dilemma encountered in social management,which is consistent with the current situation of China’s public affairs management with multiple levels and strong complexity,and provides ideas for solving the collective action dilemma caused by the single government management,which has a strong reference significance for China’s public affairs governance.Therefore,in order to solve the water environment problems,it is necessary to form a multi-center water control system,which is led by river chiefs,linked by departments,governed by enterprises and participated by the public.This paper attempts to take F village in Shanxi Province as a case,through field investigation and analysis of villagers’ dictation,to reproduce the process of water treatment in this village.Based on the theory of multi-center governance,this paper analyzes how all stakeholders step by step towards common water control in the process of water governance.In the initial situation,due to the unclear division of labor in the water control department,there is no one to control water.In order to develop the economy,the town government only attracts investment and does not solve the problem of river pollution.However,the villagers in F village have low literacy,and their awareness of participating in water control is not strong.The villagers have failed to petition many times,which makes the gap between the government and the people.Driven by the policy of river length system,the grass-roots government encourages stakeholders to provide conditions for multi-center water control.F village has gradually formed a multi-center water control situation with government as the leading factor,linkage of various departments,villagers’ participation and enterprise governance.In order to give full play to the governance role of various stakeholders,it is necessary to further clarify the role orientation of various stakeholders and promote their benign interaction;Cultivate public spirit and build social trust;Perfecting system design and strengthening process management. |
