The crude development mode of Chinese agriculture with high input,high output and high resource and environmental costs has caused increasingly serious agricultural pollution.In 2015,China started a tough battle to control agricultural non-point source pollution,and the "Central No.1 Document" mentioned the strengthening of agricultural and rural environmental pollution control and ecological environmental protection for 7 consecutive years.Insurance is the"ballast stone" and "booster" for the development of "agriculture,rural areas and farmers".Since the government subsidized agricultural in surance in 2007,agricultural insurance has developed rapidly.The loss compensation of agricultural insurance will change the expected income of farmers’ production,and affect the input of farmers’ production factors.So it will have a positive or negative impact on the agricultural environment.This article aims to explore the theoretical mechanism of agricultural insurance affecting agricultural non-point source pollution,and based on the spatial dependence of agricultural non-point source pollution,study the impact of agricultural insurance on agricultural non-point source pollution from the perspective of spatial spillover.The thesis fully reviewed the development status of agricultural insurance and agricultural non-point source pollution.Based on agricultural insurance,agricultural non-point source pollution and spatial spillover theories,it studied the impact of agricultural insurance on agriculture from three aspects:agricultural land,agricultural production structure,and agricultural capital element input.Use inventory analysis to calculate the agricultural non-point source pollution emissions in 30 provinces in China from 2007 to 2018,and analyse the spatial correlation of agricultural non-point source pollution by measuring the Moran ’I index,drawing Moran scatter plots and LISA maps.And use the Spatial Dubin Model(SDM)to empirically test the spatial spillover effects of agricultural insurance on agricultural non-point source pollution.The results show that:First,Chinese agricultural non-point source pollution discharge has obvious spatial correlation,showing a spatial clustering phenomenon of "high in the east and low in the west".Second,from a spatial perspective,Chinese agricultural insurance has a negative inhibitory effect on local agricultural non-point source pollution,while the spatial spillover effect on agricultural non-point source pollution in neighboring areas is not significant.The possible reason is limited to the current level of development of Chinese agricultural insurance.So its function of reducing agricultural non-point source pollution in neighboring areas is extremely limited.Third,from the perspective of specific impact mechanisms,agricultural insurance has different spatial impacts on agricultural non-point source pollution.The development of agricultural insurance has strengthened the positive role of land element input on agricultural non-point source pollution in the region,while has resulted in the structure of agricultural production and agricultural capital element input on a negative impact on agricultural non-point source pollution in the region,and its spatial spillover effect is not significant.Based on this,this article recommends that the government incorporate the spatial layout into the scope of policy formulation,adopt a strategy of joint prevention and control in various regions,and strengthen policy support for agricultural insurance.Agricultural insurance-related institutions should accelerate the product design of agricultural insurance for green production,and strengthen agriculture Insurance penetration and publicity.The government,agricultural insurance-related institutions and farmers have strengthened coordination and cooperation among multiple entities.
