Business management is the guarantee of an enterprise’s survival and development,and human resource management is one of the key components,performance appraisal is the focus of personnel management work.Therefore,the performance appraisal in the long-term development of enterprises plays a particularly important role.Sound performance appraisal mechanism is not only an important way to promote the implementation of the company’s strategy,as well as an important means to achieve strategic management objectives,but also enhance the effectiveness of the company’s core initiatives.This article is based on the study of theories and methodological research on domestic and foreign performance appraisal.Through the field investigation at HB Coal Industry Group,and deeply analyzes the exiting problems and their reasons through field investigation and data analysis,this article presents solutions for some problems existing in current performance appraisal system.The current system is extremely obsolete,also has low approbation degree for staff,lack of quantitative analysis,incomprehensive appraisal result,lack of negotiation between superior and subordinate,unsatisfied incentive evaluation results,etc,this system goes through incorporating the strategic objectives,organization objectives and job responsibilities.Through taking reference of and employing some performance appraisal methods,such as the Key Performance Indicator(KPI)and Weight Value of Factors Method,the strategic objectives,department and individual performance are combined effectively,and establish a trinity performance appraisal system--“enterprise strategy,organization objectives,individual performance”.Based on this system,design the performance appraisal’s program procedure,result application,and relative supporting measures,establish and consummate the performance appraisal system for HB Coal Industry Group,which presents the established trinity KPI system,and more appropriate KPI performance appraisal system for enterprise development.Thereby promote and facilitate its sound and stable sustainable development.This article solves the evaluation contradiction problem between front-line and non-front-line employees in core industry area.In addition,this article makes the evaluation results more objective and fair to reflect the contributes of employees on different position to the enterprise.Simultaneously,the article applies the evaluation results into performance communication and motivation,and achieves both short-term profit and long-term enterprise and staff development.This study not only for the enterprise performance evaluation system optimization and their development has theoretical and practical value,but also for the same industry and the characteristics of the same enterprise performance evaluation system of the building has a reference and reference.
