| From the current operating situation,the cost of China Europe freight trains compared to sea freight transportation is still relatively high,so government financial support is very important.Under the situation where China Europe trains are mostly operated by state-owned companies across the country,the Yixin Europe trains in Yiwu are commissioned by the government to be operated by a private enterprise.In the case of state-owned enterprises operating,the strong support of the government is behind the enterprise,and its operating profitability is not actually a key issue.However,compared to state-owned enterprises,private enterprises have limited strength.So,in the case of T company operating the Yixin Europe freight train,it is a crucial issue how the company can obtain sufficient financial subsidies for losses.The operating model of T Company is an inevitable model for minimizing the operating losses of Yixin Europe Express.This is also an ideal result of the deep cultivation of the market economy in Zhejiang and Yiwu.In order to obtain sufficient financial subsidies for the sustainable operation of T Company’s Yixin Eurotrain,this article uses an incomplete dynamic game analysis to analyze the relationship between the operating companies of the Eurotrain and the government.Assuming that the goal is to maximize the interests of the two,a two-stage game model with financial subsidies as the dependent variable is constructed,and the inverse induction method is used to solve the problem,The conclusion is that the maximum amount of financial subsidies that China Europe freight train operators can strive for is positively linear with the efforts made by the enterprises to increase container transportation volume and improve service quality.Based on the widespread economic and political externality of China Europe Express,government financial subsidies are an inevitable policy result.Just like the chaos in several other subsidy fields in China,the financial subsidies of the China Europe freight train are a very serious chaotic area,and there will be many serious problems for enterprises in the process of striving for financial subsidies.Through the actual operation data of the Yixin Europe freight train operated by T Company,the empirical analysis is conducted based on the efforts made in terms of transportation volume and improving service quality during the operation of the train.It is concluded that:(1)at the level of transportation volume efforts,the homogenization competition in the domestic market is fierce,and the organization of return trains is difficult,with a high return rate of empty containers.(2)In terms of the level of effort in service quality,the stability of the freight supply of the train is poor,and some overseas countries have poor infrastructure construction,making cross-border coordination difficult.(3)At the level of efforts made by enterprises to apply for financial subsidies,their own subsidy application mechanism is not sound,and their internal fund supervision system is weak,making it difficult to sustain high-quality development of train services.Based on the concept of corporate social responsibility and its social mechanism,the enterprise oriented operation of China Europe Express is the most ideal institutional choice,and the best way to practice the concept of social responsibility is to strive for the maximization of the interests of both enterprises and the government.Enterprises need to innovate and develop,fully utilize diversified and specialized services to strive for market share and improve profitability.It is also necessary to emphasize the importance of operating costs,reasonably reduce operating costs,and improve the internal subsidy application mechanism of the company.At the same time,the government’s market-oriented choice and institutional improvement are also important guarantees for the sustainable operation and development of the China Europe Express.Therefore,it is an unshirkable responsibility and obligation of local governments to operate in a corporate manner,conduct scientific and rational research on relevant theoretical issues,focus on improving relevant policy and institutional mechanisms,and fully implement relevant policy requirements. |
