| China’s diplomacy on climate change is limited by the discourse of the United States and the West,and it is in a weak position in international climate communication.In the international political exchanges around the issue of climate change,the issues proposed by the United States have a longer timeliness for communication,a wider space,and a deeper psychological identity.Therefore,the research question of this paper is why the communication influence of the China-related climate issues proposed by the US is relatively high.In response to this problem,the hypothesis of this article is that the US issue generation mechanism can realize issue power.First,the theoretical construction of issue power is carried out,with the proposer of the issue as the initial node,the receiver of the issue as the final node,and the process of generating mechanism of the issues is analyzed.Then,by defining the time,space,and psychological variables in the process of generating issues,and analyzing the power changes that occurred after the United States raised China-related climate issues,it summed up the issue-based power of the United States.Through the research method of case analysis,starting from the time,space,and psychological analysis of power,this paper believes that the US climate issue related to China has formed a framework through a certain time process through agenda-setting,and has evolved into a norm in a certain space field.After persuasion,the framers and the multi-subjects of the social mass group realize the communication at the psychological level,thereby promoting social mobilization on this issue.This mechanism includes creating a framework for topic setting,multi-space linkage between media space and industrial space,persuading the public to shape social actions,transforming into influence in climate change diplomacy,and finally becoming a communication symbol in American diplomatic practice.To study the issue-based power in the mechanism of the US-related climate issue generation,this paper adopts the research method of case analysis and selects the issue initiated by the US against China in the international climate communication as cases,and the time,space,and psychological variables are discussed.It is found that the US climate issues related to China form a framework through issue setting,and expand the audience’s psychological cognition time via new media,so as to achieve long-term communication;in the space field,through media normative interaction and normative interaction in multiple professional fields,so as to expand the scope of dissemination;and achieving psychological communication through persuasion to promote social mobilization on this issue.The United States’ China-related issue generation mechanism can finally achieve higher issue access rights,higher issue construction rights,and incomplete issue control rights.In order to deal with the public opinion attacks launched by the United States in the field of international climate communication,China should comprehensively enhance its own topical power.It is specifically elaborated from the overall design of the big time,big space,and big psychological views embedded in Chinese philosophy.On the one hand,it may strengthen the construction of communication capabilities,including improving the communication system,building a Chinese narrative system,and giving play to China’s advantages.On the other hand,by effectively utilizing international negative public opinion and playing the role of citizen groups,the effectiveness of communication will be maximized,and China’s issue dominance will be promoted.The generation of power integrates China’s international climate issues into the construction of a community with a shared future for mankind,helping China to rise in all directions,and winning the people’s will without contest. |
