The development of arable land reserve resources has always been an important means to ensure national food security.In the context of rapid industrialization and urbanization,the loss of arable land is inevitable,and food security and social stability are threatened.In order to ensure food security and stable social development in China,it is urgent to develop and utilize arable land reserve resources.With the continuous development in the past decade or so,the reserve resources of high-quality arable land are rapidly decreasing,and the development is more difficult and subject to technical and economic constraints,and the threat to land ecology and environment is gradually increasing.The report of the twentieth anniversary elevates"modernization in harmony with nature"to the level of"Chinese modernization",which poses a new challenge to the construction of ecological civilization in China.According to the strategic task of building ecological civilization in the new era,all arable land reserve resources should be developed and utilized without regard to ecological threats,and must be done under the premise of ensuring ecological security.This study relies on the results of the third Yuanzhou district arable land reserve resources survey and evaluation work.From the field situation,firstly,four aspects of soil erosion,water system ecology,natural disasters and habitat sensitivity were selected for single-factor sensitivity analysis,and the ecological sensitivity zoning results of Yuanzhou district were obtained through comprehensive analysis based on the random weighted TOPSIS method.Then,from the perspective of ecological security,a three-in-one evaluation system of natural,social and ecological suitability of arable land reserve resources development in Yuanzhou District was constructed,and the index weights were determined and the suitability scores of each evaluation spot were calculated based on the FAHP-CRITIC combination weighting method.Finally,the development timing of the arable land reserve resources in Yuanzhou District is discussed in terms of natural advantages,economic support and social acceptance,and zoning control suggestions and ecological development and utilization patterns are proposed for the development timing zoning results.The main contents and results of this study are as follows:(1)The comprehensive ecological sensitivity of Yuanzhou District was shown as medium to high sensitivity,and was widely and sporadically distributed in the whole area,which was the result of the combined effect of soil erosion,water system ecology,natural disasters and habitat sensitivity,among which the influence of natural disasters and habitat sensitivity evaluation factors was relatively prominent.Among them,the area of highly sensitive area accounted for the largest,29%,with an area of734.80 km~2;the area of moderately sensitive area was slightly less than the height,accounting for 28%,with an area of 707.25 km~2;the two accounted for 57%,with a total area of 1442.05 km~2,more than half of the scale,widely distributed in various townships in Yuanzhou District except the central urban area.The area of extremely sensitive area is 390.30 km~2,accounting for 15%,which is scattered in Yuanzhou District.The area of insensitive area was 208.19 km~2,accounting for 8%;East is208.19 km~2,accounting for 8%;The area of the general sensitive area is 496.96 km~2,accounting for 20%.(2)The overall development of arable land reserve resources in Yuanzhou District is moderately suitable.The area of highly suitable area for development is839.3621 hm~2,accounting for 12.03%of the total area of arable land reserve,which is small and scattered in Yuanzhou District;the area of moderately suitable area for development is 4881.6769 hm~2,accounting for the largest proportion of 69.98%,and is distributed in all towns;the area of generally suitable area for development is1172.9370 hm~2,accounting for 16.82%of the total area of arable land reserve.16.82%,the area is small and not concentrated,mixed again between moderate suitability;the area of unsuitable areas for development is 81.5540 hm~2,accounting for 1.17%,concentrated in ecologically very sensitive areas.(3)The comprehensive score of Yuanzhou District’s arable land reserve resources development timing evaluation is between 0.1298-0.5985,with higher scores in Zhaixia Township,Baimu Township,Zhuquan Street and Hongtang Township.Haipu street had the lowest overall score.Among them,the score of natural dominance ranged from 0.0114-0.1495,and the higher scores were obtained by Zhuquan Street,Zhuting Township,Wujiang Township,and Feijintan Township.Shuijiang Township has the lowest natural advantage score.The score of economic support degree is between 0.0090-0.2446,and the higher scores are in Zhaixia Township,Baimu Township,Hongtang Township,and Wentang Township.Phoenix street has the lowest score for economic support.Social acceptability scores ranged from 0.0001-0.3530,with higher scores in Tiantai Township,Baimu Township,Xintian Township,and Zhaixia Township.Xiapu street has the lowest score for social acceptability.(4)The natural endowment of arable land reserve resources in Zhaixia Township,Baimu Township,Zhuquan Street,Hongtang Township,Tiantai Township,and Hongjiang Township,with good geographical location,stable ecological environment,and low interference from human activities,are suitable for production and living activities,and are classified as leading development zones,which can be combined with the distribution of arable land reserve resources,natural and infrastructure conditions,and the level of local demand for arable land resources to study the status and direction of industrial structure development in regional economic planning,select suitable plots for development and reclamation,give priority to the development of high-efficiency agriculture,and strengthen the training and introduction of agricultural talents.Lucun Town,Jinrui Town,Wintang Town,Fejitan Township,Xintian Town,Binjiang Town,Hutian Town and Xicun Town have the most suitable arable land reserve resources for development,with an average ecological environment that is easily disturbed by human activities,but with good habitat quality and a certain ecological self-restoration function,they are classified as recent development zones and can adhere to the principle of"protection in development and development in protection"According to the actual situation of the township,we should strengthen the organization of agricultural production and the organization of arable land reserve resources,and try various forms of development management.Most of the arable land reserve resources in Zhuting Township,Shuijiang Township,Wujiang Township,Sanyang Township,Xinkangfu Street,Nanmiao Township and Liaoshi Township are located in highly sensitive areas in the ecological environment,and blind and aggressive development of arable land reserve resources may further aggravate the fragility of the ecological environment,and classify them as medium-term development zones,which require ecological protection measures,implementation of arable land reserve resources quality protection and enhancement work and development process Conduct remote sensing monitoring and focus on the impact on ecological quality.Cixihua Town,Xinfang Town,Nanmu Township,Phoenix Street,Yichun Economic and Technological Development Zone,Yuanzhou District Industrial Park and Xiapu Street have poor natural endowment,poor infrastructure construction,thin soil layer of arable land reserve resources,large slope,low soil fertility,and unsuitable for crop cultivation,and are classified as long-term development zones,which need to increase technical and economic investment in the early stage of development,improve soil conditions comprehensively and strengthen financial support. |
