development of the Yangtze River Delta,the governments of the two coastal provinces and cities in the Yangtze River Delta(Jiangsu Province,Shanghai city and Zhejiang Province)put forward the development strategy of "giving priority to ecological protection,placing the protection and restoration of the ecological environment in an important position,strengthening the co protection of ecological space,promoting coordinated environmental governance,consolidating the ecological background of green development,and striving to build a green and beautiful Yangtze River Delta" The comprehensive prevention and control of air pollution and the joint prevention and treatment of solid and hazardous waste pollution have carried out coordinated prevention and control,and achieved should conduct open and rational dialogues,exchanges and consultations on the basis of equality,to form and maintain a deep level of mutual trust and understanding,to accommodate different viewpoints,ideas or demands,and to meet different interests.A dynamic equilibrium is formed among the stakeholders.Therefore,starting from the theory of collaborative governance,the author believes that in the face of new situations and new tasks,the two provinces and one city can learn from foreign advanced experience to establish a cross-administrative area marine ecological protection agency to promote the integrated management of land and sea;encourage social organizations and The public participates in marine environmental protection,strengthens the cooperation and connection between multiple subjects;improves and updates the environmental function zoning system in coastal waters,carries out monitoring and early warning of red tide in coastal waters,and builds a guarantee participation of various subjects in marine ecological environment protection,there is also the lack of collaborative mechanism between subjects,which can not be organically connected.Fourth,summarize the beneficial experience of collaborative governance at home and abroad,provide ideas for the collaborative governance of the coastal waters of the Yangtze River Delta,and finally put forward a collaborative governance scheme suitable for the marine ecological environment of the coastal waters of the Yangtze River Delta.We should start from four aspects: building a horizontal exchange and
