With the advancement of aging process in our country,the old-age support problem has attracted the attention of the state and the society.In order to better play the function of government services in the field of elderly services and stimulate social forces,many institutions for the elderly have begun to implement the public-private partnership model and try to introduce social work services.However,in the actual operation process,more and more practical problems have gradually emerged.This article adopts the method of qualitative research,from the public-private partnership mode pension institutions in the theme,the social worker role conflict to clarify the characteristics of the public-private partnership mode pension institutions and social workers work present situation,from the role conflict theory Angle of view of its existing problems are classified and analyzed factors,on the basis of the effective solution and measures are put forward.In this paper,two pension institutions in N City under the public-private partnership mode were selected as the cases,and the interview method and participatory observation method in qualitative research were used to collect the opinions and attitudes of social workers,resident elderly residents,staff,management and government staff in the pension institutions on the role conflicts of social workers.I found two pension institutions while both belong to the public-private partnership model,but the public,private and public private two types have their own characteristics,so both the pension institution of social workers in addition to the basic daily work,other work content difference is very big,but has a wide scope of work,working affairs trivial.Social work workers under the public-private partnership mode generally face conflicts in terms of time,energy,value and interests,and role conflicts will lead to poor service effect and widespread job burnout.Based on the author's interview,it is found that the reasons for the role conflicts of social workers in pension institutions under the public-private partnership model can be divided into three aspects: organizational environment,interpersonal factors,and individual attributes.The external environmental factors all show the lack of policy and industry norms,lack of demonstration experience,low social awareness,lack of support of localization theory and unreasonable training courses for professional talents.In terms of internal organizational factors that cause role conflicts,public private pension institutions are faced with such problems as less resources for public welfare,difficulty in bureaucratic cooperation,unclear responsibilities and disorderly structure.Public private pension institutions are faced with such problems as short experience in establishment and high requirement of role ability of self-responsibility for profit and loss.In terms of internal interpersonal factors of role conflict,social workers in public private pension institutions are faced with problems such as overcrowded occupancy rate and low communication frequency,while social workers in public private pension institutions are faced with problems such as low professional level and single communication mode.The factors of personal attributes are the rigid performance mechanism,low motivation of role learning,frequent staff turnover and short time of role adjustment in public private pension institutions.Based on the existing literature and policy of our country,and combining with the firsthand material in the pension mechanism under the public-private partnership model social workers put forward two kinds of role positioning,direct role in professional services,data collector,relationship coordination,indirect role with teamwork,resource links,endowment advocates.In public-private partnership mode pension agency role conflict types and reasons of social workers in analysis,on the basis of the author to role conflict coping strategy,first proposed the idea of two aspects,the external environment aspect need,industry associations,academia and the government's efforts to support,internal organization need public private pension institutions to keep pace with The Times,carry out comprehensive reform,public private pension institutions to summarize exploration,accept supervision of the government.
