For any region,the cultivation and growth of talents is an important factor to promote regional economic growth,enhance regional comprehensive competitiveness and promote the all-round development of various fields.In recent years,the national level has paid more and more attention to talents.Based on the practical needs of talent cultivation,a number of talent policies have been promulgated.In order to implement the national talent policy and respond to the national call,Tianjin has also successively issued corresponding policies to provide sufficient talent support for its modernization.This study takes C District of Tianjin as the research object to analyze the implementation of its talent policy,which has high practical value and practical significance.In the process of this research,we comprehensively use the method of combining traditional research methods with modern theoretical knowledge to fully understand the implementation of relevant talent policies in C District of Tianjin,which roughly includes the following parts: the first part mainly expounds the background and importance of this research,and understands the formulation of talent policies with the help of relevant literature at home and abroad Research status of implementation;The second part selects the theory and public policy model as the cornerstone of this study;The third part is to summarize and analyze the formulation,development process and pertinence of various talent policies issued by C District of Tianjin from2008 to 2021;The fourth part mainly summarizes and evaluates the implementation effect of talent policy in this region by means of questionnaire and interview;The fifth part is with the help of the theoretical model,starting from its main factors,dig into the causes of problem,investigates the reasons,and analyzes the problems existing in the formulation and implementation of talent policy in this region,such as the lack of top-level design,the imperfect talent evaluation mechanism,the lack of professional training of the executive subject before the implementation of the policy,the lack of policy cognition,the single and old way of publicity and so on.At the same time,there are still some problems,such as the single channel for target groups to obtain policies,great difficulty,lack of attention to policies and so on;Based on the above problems and causes,the sixth part starts from the aspects of building a professional and high-quality policy-making team,introducing differentiated and targeted policy content,building a perfect evaluation and modification mechanism,enriching publicity carriers and media,giving full play to the subjective initiative of the target group,and optimizing the economic and social development environment of the region,This paper puts forward corresponding countermeasures and suggestions on how to build a scientific,perfect and modern talent policy system.In a word,C District is located in the outer suburbs of Tianjin,compared with other areas,there is a large gap in economic development and comprehensive competitiveness,but it also has some commonalities.By studying the current situation and existing problems of its talent policy,it can provide some reference for the region to optimize the introduction,cultivation,allocation and retention of talents in the future.
