The Research Fund Of LD University Management Issues Under The Background Of Decentralization,management And Service

After our country put forward the strategy of innovation-driven development,scientific and technological innovation has become the core of national development.As the annual increase of science and technology investment,the state attaches great importance to the achievements and transformation rate of science and technology innovation after the 12 th Five Year Plan.Both the Party Central Committee and the State Council are accelerating the reform of "decentralization,management and service" in science and technology.The establishment of a scientific research management mechanism is also required to reshape the premise of the integrity mechanism.It also gives the most outstanding support to the control of human resources,financial resources,and materials in scientific research projects,makes great efforts and preparations to reduce the burden of scientific research personnel,and stimulates the enthusiasm and vitality of scientific research personnel,To pursue scientific research achievements as the ultimate goal of reform,to strengthen the new momentum of economic development.In 2018,the State Council issued document No.25,"Notice of the State Council on measures to optimize scientific research management and improve scientific research performance" and Document No.127,"Notice of the general office of the State Council on implementing relevant documents to give scientific research institutions and personnel greater autonomy," which gave great support to scientific research management in Colleges and universities.Scientific research funds are an essential part of planned finance in Colleges and universities.The amount of scientific research funds invested in Colleges and universities has increased significantly at the national level.With the increase of scientific research funds,the proportion of scientific research funds in the funds of colleges and universities has gradually increased.Due to the short time of policy implementation,some local colleges and universities do not have detailed and universally applicable scientific research funds management methods.As a result,scientific research projects are often slowed down by funding problems.Based on the above background,this paper takes LD University as analyze and study some issues in the management of scientific research funds in local universities.The current management system of scientific research funds in our college was revised and released in 2014.Under the current management system of scientific research funds,the efficiency of the use of scientific research funds and internal control have not achieved the best effect.There are also many obstacles in the actual operation of scientific research activities.The top-level design of scientific research funds management is not perfect,the budget application is inconsistent with the actual cost,due to the cumbersome approval procedures,the difficulty of scientific research funds reimbursement,and the low fund turnover rate,some phenomena have caused contradictions between scientific research personnel and financial management departments,with complaints,seriously affecting the enthusiasm of scientific research work and the effectiveness of innovation.Through literature,interviews,questionnaires,data analysis,and other related methods,this paper analyzes the existing problems in the operation mode of scientific research funds.Through the four-dimensional analysis of pest,through in-depth thinking,under the requirements of decentralization,management,and service,this paper re combs the management system and process,from process management,information sharing,internal control management,information sharing,information sharing,information sharing,information sharing,etc.The corresponding countermeasures are put forward from the five aspects of evaluation management and trust evaluation system library of scientific research personnel.The unified management platform of scientific research projects is established,and the scientific research funds management module is built in,which is jointly managed in the way of informatization;It is proposed that the budget of scientific research funds should be compiled by professional financial personnel to improve the efficiency of scientific research funds;This paper puts forward the concept of "within the total amount of funds,a relatively reasonable range of flexible budget as the concept of applying for scientific research projects",and tries to put an end to some irregularities in the use of scientific research funds;The fund management module in the unified management platform of scientific research projects is used to connect with the financial system to realize electronic signature and remote reimbursement,so as to solve the problem of reimbursement difficulty;The third party organization is entrusted to carry out the evaluation management,the module information is transparent,and the evaluation is fair and reasonable;The internal control module in the unified management platform of scientific research projects and the trust evaluation system library of scientific researchers are used as the basis for supervision and management.It can provide beneficial help for the management of scientific research in local colleges and universities,speed up the flow of scientific research funds,and improve the timeliness of scientific research projects.This study is of great significance to the development of local universities and the progress of scientific research.
