Research On Archival Data Value Archiving And Appraisal

In the current information era,the development of information technology,especially the emergence and rapid development of new technologies represented by "cloud computing,big data,Internet of things,mobile Internet,and artificial intelligence" in recent years,has brought great changes to various fields and industries in society.The change of technological environment has led to the transformation of archival management from paper and electronic archives to data archives,and the change of the object of appraisal as one of the important aspects of archival work has increased the difficulty of appraisal work,which makes it urgent for us to explore and try the contents related to the data value appraisal.Based on a large amount of literature,this paper uses literature analysis,comparative research method,inductive-deductive method and others to identify and explore the concept of archives from the perspective of data management,and tries to propose the principles,criteria,ideas and evaluation indexes related to archival data value appraisal.Through the analysis of the academic history of archival value appraisal,the author believes that archival data value appraisal needs to follow the principles of effectiveness,relevance and comprehensiveness,and carry out appraisal work based on criteria such as economic value of data,data quality and external characteristics;and proposes that data value should be appraised from both technical and content aspects.The appraisal and evaluation indexes of technical aspects are described in three dimensions:authenticity dimension(unique identifier,operation log,encryption algorithm,data standard),integrity dimension(business flow chart data flow chart and E-R chart,full data and master data,database three paradigms and five constraints),and availability dimension(database open construction,primary and foreign key setting,data dictionary).The identification of content aspects is illustrated in two dimensions: the generator information dimension(function description,job description,duty description),and the data content information dimension(business flow,data flow).The innovation of this paper lies in the exploratory proposal of value appraisal evaluation indexes about data-state archives with a view to guiding the practice.
