With the rapid development of science and technology,academic exchanges at home and abroad are becoming more frequent,and the demand for academic publishing is increasing.As a necessary link,paper review has attracted widespread attention.Most of the current paper review systems rely on centralized servers,which will cause problems such as single points of failure and privacy leakage.The main body of the control system can manipulate the decisions and affect the fairness of the system.The existing assignment of reviewers is controlled by people,causing problems such as personal subjectivity,unbalanced and unreasonable distribution.Blockchain has the characteristics of decentralization,detrust,openness and transparency,non-tampering and open consensus,which can be used to solve the above problems.In this paper,a decentralized paper review scheme based on blockchain is proposed,which can guarantee the privacy of users and the fairness of review without relying on any third-party trust organization.Since the number of papers is increasing day by day,in order to improve storage and search efficiency,a tag searchable scheme based on blockchain is proposed.Then for the assignment of reviewers,a matching calculation model based on manuscript similarity,expert reliability and reputation value is proposed.Most of the current review work belongs to voluntary labor and lacks rewards.An incentive mechanism is added to increase the reviewer's enthusiasm for review,and the reputation value is dynamically updated according to the reviewer's review quality to encourage reviewers to submit high-quality review results.The experiment demonstrates the effectiveness of the relevant theories and improved algorithms in this article.Experiments show that the tag searchable scheme can reduce storage consumption and significantly improve search efficiency.The improved matching calculation model and reviewer assignment algorithm significantly increase topic coverage.Finally,the effectiveness of the incentive mechanism proposed in this paper is verified through experiments.
