Since the 1990 s,the growth rate of the overall number of the elderly population in China has accelerated, and the trend of population aging and aging is obvious. The pension problem is becoming more and more serious. In order to actively deal with the pension problem of the new elderly population in the future,China provides comprehensive protection for the older masses in laws and regulations, policies and systems, infrastructure planning and other aspects.China's pension model presents the characteristics of diversified development, but in many pension models, affected by the traditional Chinese virtues, most residents are more willing to accept the pension model of home-based pension and community-based pension. This paper takes each administrative region of Wuhan as the research area.As one of the earliest cities in the pilot of "Internet plus home care",Wuhan city has experienced an accelerated aging and aging population in recent years.More and more elderly care facilities need to be planned and built to increase the provision of pension services to meet the needs of the elderly in the future. The government is promoting the construction of the Internet plus home care service network. At present, the overall construction is limited, resulting in insufficient space supply and demand. Therefore,it is of great significance to scientifically plan the layout of new outlets. This paper focuses on the spatial accessibility of the "Internet plus home care" community service network in Wuhan to determine its spatial supply and demand status.Accessibility analysis shows that there are problems of "Internet plus home care" community service outlets in Wuhan, such as the lack of matching of space supply and demand, insufficient quantity and convenience. Therefore, this paper further uses the particle swarm optimization algorithm for the spatial allocation of new nodes,in order to solve the above problems. The research method uses Python crawler to obtain part of the data, and then carries out data analysis and model calculation.Arcgis and R software respectively use two step mobile search method and particle swarm optimization algorithm to achieve spatial accessibility calculation and spatial allocation for Wuhan's "Internet plus home care" community service outlets. The results show that the accessibility of the main urban areas along the Wuhan river is better, while the spatial accessibility of the far urban areas is low. There is a supply and demand mismatch area in the spatial layout of the "Internet plus home care" community service outlets, and then the particle swarm algorithm is used to predict the location of the new construction sites in each area. The detailed community names of the outlets are given to provide reference for decision makers.
