With the emergence of bitcoin,the blockchain technology has a great impact on the traditional centralized service concept,which leading to customers prefer operation mode of no-control position.However,the relationship between data decentralization and ser-vice maintainability is inversely proportional.Public blockchain and private blockchain in the two extreme cases of this relationship are difficult to adapt to today's business op-eration mode due to their respective shortcomings.The birth of alliance chain combines the advantages of the above two kinds of blockchain operation modes to further restrain their disadvantages,and has become the first choice of major commercial blockchains.At present,the daily operation of the alliance chain completely depends on the normal operation of the administrator node.Once the proportion of the normal administrator node in the total administrator node does not meet the requirements of the consensus mecha-nism,then the alliance chain at this time,either cause denial of service,or data error,and harm the public interest.Therefore,this paper proposes a new mode of alliance chain op-eration based on two-level management,which greatly reduces the probability of wrong denial of service or block amplification error in the alliance chain.In this mode,there is no need for 100%trust relationship between administrators,which makes the new ad-ministrator's request on the chain more concise and ensures the join ability of the alliance chain.At the same time,the administrator's identity is further subdivided to make the super administrator not only maintain the normal operation of the alliance chain,but also monitor the legalization of other super administrators and ordinary administrators.This operation mode not only ensures the decentralization of user data,but also controls the cost of system maintenance within a certain range,and the most important point is to improve the robustness of the alliance chain system.In addition,network download is the main way for people to obtain resources.At present,all maj or manufacturers adopt the centralized processing mode of paying to down-load files.Users use legal currency to purchase the virtual currency required for download-ing,and then spend the virtual currency to achieve the purpose of downloading files.At the same time,users can also obtain income based on the files they upload are downloaded by others.This kind of centralized management mode involves the user's own interests,because the server enjoys the absolute control of user data,it has the possibility of tam-pering with user data wantonly.The legitimate interests of users can not be guaranteed,and users can not completely trust the server.The design and implementation of user file sharing system based on alliance chain described in this thesis,the points representing the user's interests in the user file sharing system are decentralized.Users can download the files according to their own points,and can also obtain points according to the uploaded files being downloaded.It is not only the visual embodiment of the operation mode of alliance chain based on two-level management,but also a further attempt to realize the traditional database decentralization by combining the centralized file sharing system with blockchain technology.
