On the basis of information technology in the new era,e-government has achieved relatively rapid development.It has had a great impact in many administrative office areas.On the basis of improving the work efficiency of government agencies,it not only optimizes the effect of government services,but also gains general public recognition.However,the e-government administrative system still faces great information security problems,especially the security of important confidential information.Government agencies are very worried about the issue of confidential disclosure,which is also the core consideration for the further development of electronic informatization.Nowadays,many administrative agencies have a strong need for secret-related information management,but they lack corresponding secret-related information management programs.Promoting reliable information construction and sharing systems to avoid security risks is an urgent need for government departments.This article takes Unit A as the research object and conducts security management of its electronic documents.Use digital watermarking technology to add watermarks to documents to realize the copyright protection of electronic documents;public key infrastructure and transparent encryption and decryption technology ensure the security and authenticity of electronic documents;computer network encryption communication technology realizes data communication of electronic documents.Then,conduct research on secret-related documents and design its required functions,such as watermark function,secret level identification,official document circulation,authority management,system management,etc.In addition,the designed system should meet the needs of ease of use,data management,and security.According to the requirements of the electronic document confidential information management system,the overall system framework is designed based on the basic environment layer,data resource layer,system support layer,auxiliary function layer,and business function layer.For system functions,the LSB algorithm is used to realize the watermark function;the OLE control is used to realize the secret level identification;the COM interface is used to realize the circulation of official documents;the secret document browsing is realized according to the authority level;the security and confidentiality authority management is realized according to different roles.In order to comply with the principles of human-computer interaction and integrity constraints,and to integrate system functional requirements,a system development process and database are designed.The functions designed by the electronic document secret-related information management system realize the overall design of the system.In order to better meet the requirements of practice,the system is tested and optimized,including user function test,login connection test,security process test,security level identification detection design,etc.By analyzing the test results,it is proved that the system has ideal safety and practicability.
