Economic responsibility audit is a successful exploration of the development of government audit in China.Since the 1980 s,the economic responsibility audit of leading cadres has been rapidly promoted in China,and relevant laws and regulations have also been increasingly improved through exploration and practice.The Regulations on Auditing the Economic Responsibilities of the Main Leading Cadres of the Communist Party of China and Government and the Main Leaders of State-owned Enterprises and Public Institutions(hereinafter referred to as the new regulations)promulgated in 2019 are a refinement and refinement on the basis of the regulations promulgated in 2010,marking As a normalized "economic physical examination",economic responsibility auditing has entered a new stage of development.Daily newspapers at all levels,as the party's newspapers,have always been an important propaganda mouthpiece and position of public opinion in our country.However,the current party newspaper is not only facing the pressure of political propaganda,but also facing the pressure to join the wave of market competition.As a traditional media,daily newspapers generally face the challenge of restructuring and innovation.In the foreseeable future,the reform of the newspaper industry will gradually deepen.Under such circumstances,the ability of leading cadres in daily newspapers to conduct clean and honest government and make business decisions has received more attention than ever before.In order to meet the needs of the management and supervision of daily newspaper office cadres,there is no doubt about the necessity and urgency of the implementation of economic responsibility audit for daily newspaper office leaders.This thesis is based on the relevant theories of party and government leading cadres' economic responsibility audits and the new regulations on economic responsibility audits in2019.After collating and summarizing relevant documents,combining with the analysis of the process of Y Daily's leading cadres' economic responsibility audits,Y Daily News Daily's experience and practices and existing problems in the process of economic responsibility auditing,and analyzed the reasons for the problems,mainly including failure to comply with the principle of "review before leaving",insufficient audit resources,lagging audit methods,and on-site audit work quality Needs to be improved,and insufficient use of audit results.Then put forward countermeasures to the existing problems,implement the principle of "resignation must be reviewed,and not leave the review",rationally allocate audit resources,increase the construction of audit team,improve the quality of audit site work,and promote the use of audit results.Finally,based on the framework and conclusions of this case study,a prospect for the economic responsibility audit of leading cadres in daily newspapers is proposed,in order to provide a reference for the innovation and development of leading cadres' economic responsibility audit in the new era.
