This paper is based on the reality of the M District Culture, radio broadcasting, film and television Bureau (hereafter referred as the "MCB"), according to the properties of public cultural and the characteristics of the internal management in this administrative institution, by using comparative analysis method, analyzed the core status of the internal economic responsibility audit in MCB, displayed the current audit result which is increase revenue and reduce expenditure, carried out the key problems in the process of internal audit projects, such as some working methods are still lagging behind, the evaluation system is not perfect, etc., mined the roots of problems. Then putting forward a series of countermeasures, for example, making full use of information technologies to support the audit projects, strengthening the audit tracking and audit feedbacks, in order to improve the whole process of the internal economic responsibility audit of MCB by which can bring the social benefits and economic benefits.To make the research has macroscopic view, the present situation of internal economic responsibility audit in SCB is put in the developing background of our social and economic transformation. This makes the research of the internal economic responsibility audit in SCB more thorough, more depth, while writing with the method of index analysis, case analysis makes the paper’s arguments more convincing, the proposed measures targeted and strong feasibility. To provide some experience and reference to the institutions’internal audit work which has the similar background, to give some inspirations for the theory researches of relevant projects.
