| In recent years,with the rapid development of the Internet,paperless betting has become increasingly appealing to young people.However,online lottery is expressly forbidden in China,with obvious ramifications.Middle-and high-income people are in urgent need of an avenue which allows them to buy lottery at home,while lottery shops see the exodus of lottery buyers,rising rent and labor costs.Given the situation,an urgent issue in the course of the development of online lottery is to build an integrated sales service platform which is safe,controllable,intelligent and standardized.Such an Internet-based platform is arguably the most desirable avenue to ensure the sustainable development of the lottery business.The Internet plus model is of particular importance when considering the policy framework it fits into.Based on literature review of the development of the lottery business and the development of online lottery,this research employed synthesis,analytic hierarchy process and descriptive analysis with a view to deigning a Smart Integrated Service System of Hebei Welfare Lottery.First,relevant domestic policies on lottery and relevant concepts were clarified and theoretical foundations were laid.Second,best practices of smart sales platforms both at home and abroad were drawn upon.Third,the sales channels of Hebei Welfare Lottery Sales and Management Center were analyzed,and problems were identified by conducting a questionnaire analysis.The questionnaire was designed according to emerging service engineering theories,aiming at surveying the needs of lottery buyers.On this basis,the service system and operation mode of the smart integrated service platform was designed,encompassing the framework,functions,top-level design and operation mode of the platform.Based on relevant theories of service function and service design,the functional architecture of the platform was designed,which was compatible with other platforms.In terms of the Smart Integrated Service System of Hebei Welfare Lottery,this design project encompassed instant ticket smart service model and computer ticket smart service model,with their respective operation modes elaborated. |
