Research On The Implementation Effect Of Enterprise R & D Expense Deduction Policy In ZTE

Innovation can strengthen the strength of our country.The 2019 report pointed out that it is necessary to promote my country's innovation and development in a practical and effective way,improve my country's research and innovation capabilities,and continuously improve my country's R&D and innovation speed.While corporate R&D and innovation investments are gradually increasing,the introduction and change of R&D deduction policies did not produce the expected results.In order to enable enterprises to actively increase the amount of R&D funds,so that the policies can be implemented in place,this thesis analyzes the effectiveness of the implementation of preferential policies for R&D expenditure plus deduction,so as to help enterprises actively innovate and make the policies really benefit enterprises.This article combines theoretical analysis with case analysis.the impact of ZTE's implementation of the R&D retention policy was studied from different perspectives.First,the implementation of the R&D deduction policy of the enterprise and its motives are introduced,and then the ZTE's case is combined to analyze the degree of achievement of the policy objectives,and then the ZTE is evaluated using the index for evaluating the effectiveness of the deduction policy.The implementation of this policy is compared to horizontal.It was found that this policy can improve ZTE's financial performance and innovation performance to some extent.Horizontal comparison and analysis confirmed that ZTE' s financial performance and innovation performance-related indicators are lower than that of Huawei,which could further improve the effectiveness of this policy' s implementation in ZTE.The result analysis of the degree of achievement of ZTE' s policy objectives shows that the main factors affecting the implementation of ZTE' s policies are: there are potential risks in research and development project management;Insufficient awareness of R&D and innovation in enterprises,Finally,the optimization measures are put forward:improving R&D awareness,correctly understanding independent innovation,encouraging capital injection,paying attention to talent Reserve,strengthening talent training and paying attention to policy study.
