The development of the social memory project and the awakening of identity awareness have caused Western archival scholars to shift their research perspectives to non-mainstream and marginalized groups, and strive to fill the gaps in mainstream memory and narrow the information gap between social groups through increasingly diverse community archive records Therefore, the "community paradigm" is also regarded as an emerging paradigm that penetrates into the development process of the theory and practice of archives. This article first starts with community archives as a concept introduced by the West, analyzes its differences and applicability from Western countries under my country’s local system, culture, and ideology, and proposes that the construction of community archives in my country is different from the Western community’s efforts. To achieve fairness and justice at the level of social rights and political rights, community file building behaviors in the local context are mostly based on the actual need to maintain their own "rights" expression and "emotions" belonging.Secondly,it analyzes the realistic demands and necessity of my country’s community archives construction activities based on the "right recognition" and "emotional recognition" levels, and clarifies the practical value of community archives construction. Finally,it is proposed that the construction of community archives should pay attention to the "emotional tolerance" between groups from the construction concept level, the "full process participation" between subjects at the practical level, and the integration of community archive resource elements at the object level.
