The year 2021 is a brand New Year of the 14 th Five-Year Plan.China has embarked on a new journey to build a modern socialist country.Under the background of "double cycle and new pattern",the development of the media industry has risen to the national level,which provides an excellent strategic opportunity for the development of China's publishing media enterprises.In the 5G era,the media industry has faced new challenges.With the continuous development of media convergence technology and the promotion of the Internet of everything by scientific and technological information,the change of the overall environment has put forward new requirements for the reform of enterprise business and technology.In the face of the new age of media industry structure change,publication medium enterprise from the Angle of the product,user,industry etc into the new process,and m&a has become a publication medium enterprise an important way to accelerate the organization reconstruction,this also is enterprise implementation media industry chain integration,diversification strategy,accelerate the business transformation and an important means of strategic requirements.In this environment,avoiding the risk factors faced by merger and reorganization has attracted the high attention of enterprises and the market.This paper establishes a risk assessment model through literature research,conceptual analysis,comparative research,quantitative analysis and other research methods,and selects 15 evaluation indexes from four levels including system and law,economic environment,enterprise finance,and management integration through entropy method.Through TOPSIS,this paper evaluates the sample index data of representative M&A cases of publishing and media enterprises,and obtains targeted,scientific and integrated strategies to identify and avoid M&A risks of publishing and media enterprises according to the comparison of the indicators of the evaluation results.From the aspect of government management and enterprise management,this paper summarizes the experience of risk identification and prevention before,during and after the merger and acquisition and puts forward some suggestions.It is hoped that this paper can provide effective suggestions for the development of media enterprises and promote China's cultural construction into a new era.
