Research On The Performance Evaluation Of The State Key Laboratory In The Field Of Information

As the basic platform of innovation,the state key laboratory in the field of information is the main scientific and technological force in implementing the innovation-driven development strategy in China.With the continuous investment of scientific research resources,the state pays more and more attention to the key information technology independent innovation plan,and improving the operational efficiency of the state key laboratory in the field of information has become an important practical problem.At present,the same evaluation indicators and evaluation rules are used in the state key laboratory evaluation method for all national laboratories,which is not conducive to the comprehensive performance evaluation of state key laboratories in the sub-sector.Therefore,from the perspective of the subject area,it is very meaningful to establish the performance evaluation model for the state key laboratory in the field of information.In view of the fact that the state key laboratories are non-profit organizations,more attention should be paid to the implementation of the organization's long-term strategic objectives when evaluating its performance.Therefore,first of all,by analyzing the characteristics and problems in the field of state key laboratories in the field of information,based on the balanced scorecard theory,the key influencing factors of the performance evaluation of state key laboratories in the information field are excavated,and the input-output performance evaluation index system in line with the strategic development of the state key laboratory in the information field is constructed;Use this performance evaluation model to analyze the selected evaluation objects.Empirical analysis obtains a comprehensive ranking of the performance of the state key laboratories in the information field,and the results show that the overall development of the state key laboratories in the information field is more balanced,but there is no excellent leading laboratory,and there is still a lot of room for improvement in the scientific research level of each laboratory.Finally,based on various evaluation indicators,this study puts forward some suggestions for the future development of the state key laboratories in the field of information.The results of this paper are of great reference value for the state key laboratories in the field of information to improve the operational efficiency and realize the long-term development.
