Nowadays,a number of policy documents have been issued to show China' s determination to improve the social governance system and graduate education,emphasizing that more social forces to participate in graduate education standards,quality supervision and other content.Doctoral education is the top level of postgraduate education,social forces have an effect on promoting the development of education.At the same time,the expansion of doctoral education has caused multiple concerns about doctoral education in the academic circle,which has increased the number of stakeholders.Moreover,the influences of participation is not obvious when social organizations take part in governance and other problems need to be solved urgently.All these urge China to brought to the forefront the status of social organizations,and seek medicine for boosting the development of social organizations,promoting the construction of doctoral education and the development of governance capacity in China.As a country with strong development of doctoral education in the world,the cultivation of innovative talents such as doctoral students cannot be separated from the participation of American social organizations.Based on the literature method,case study and comparative study method,this study selected the Association of Graduate Schools(CGS),the Association of American Universities(AAU)and the Carnegie Foundation for the Advancement of Teaching(CFAT)as cases to analyze their respective organizations and modes of operation.This paper deeply discusses the ways and contents of the three social organizations'participation in the governance of doctoral education.After summarizing the similarities and differences of their participation in the governance,it provides reference for the healthy development of China' s social organizations,the construction of doctoral education and the enhance of national governance ability.The research finds that the three social organizations have their own characteristics in participating in governance,but they all show characteristics of the times and professionalism.From the aspect of participation in governance,most American social organizations emphasis the career path of doctoral students.CFAT tends to clarify the classification standards of higher educational institutions.From the point of view of the organization's action goals,social organizations are endeavoring to guarantee the quality of doctoral education.In view of this,the participation of social organizations in doctoral education in China can enhance the progress of doctoral education,social organizations and governance capacity through improving the self-construction of social organizations,guiding the state to establish laws,regulations and policies,improving the behavior pattern of social organizations in governance and joint efforts of doctoral training units.
