As an objective existence in primary and secondary education,after-school tutoring is always the focus of the contention.It smashes the place and time restrictions in conventional schools.But it also has an impact on the normal school teaching order,which not only increases the students’ schoolwork burden,but adds parents’ financial burden.It influences the all-round education in primary and secondary school.Research has proved that even in the context of burden reduction,students’ academic burden is still very heavy.Completing schoolwork,homework,going to tutoring classes outside school take up a lot of their spare time,resulting in the phenomenon of “burden reduction in school,burden increase outside school”.With the expansion of the market and capital,people’s strong desire for a better education in a good school,as well as the non-standard problems of after-school tutoring continue to emerge and the lack of effective supervision,the non-standard problems of after-school tutoring continue to emerge,and the negative effects of after-school tutoring have become a hot topic of social concern.Scholars have made remarkable achievements in the research on the phenomenon,problems and countermeasures of after-school tutoring.However,there are still some vacancy in the research on the non-standard problems and governance of after-school tutoring,and most of the research is on-the-spot investigation of the current and local situation,and the normative governance of after-school tutoring in Y City can not be copied completely.To develop high quality education and build a healthy education ecology,it’s urgent to standardize after-school tutoring.Recent years,our country has printed and distributed a number of Notices,Opinions and Measures to regulate the increasingly chaotic situation of after-school tutoring.Under the background of the governance policies,this thesis based on after-school tutoring of Y city,through careful research and reading national and local levels of after-school counseling related management policies,by sending out questionnaires to students and parents in some primary and secondary schools in Y City,the author also interviewed the practitioners,teachers,parents and administrators of after-school tutoring.Through the data analysis of the questionnaire and the collation of the interview data,we understand the basic situation of current after-school tutoring in Y City,and find there are non-standard problems in the aspects of teachers,fees,training content and so on.Our country has repeatedly imposed regulations on after-school tutoring,but little effect has been achieved.The reasons can be summarized into five aspects: ineffective implementation of regulatory policies,those closely involved regulatory body cannot see clearly,driven by the interests of after-school tutoring agencies,fueled by the demands of parents,and online education suddenly rises.Based on the view of collaborative governance and problem oriented,this thesis puts forward the following countermeasures and suggestions to standardize the development of after-school tutoring: optimizing the regulation accountability mechanism,reinforcing the guidance of consensus value,changing the concept of education for all staff,forming a cooperative education mechanism,defining the main body status of schools,improving after-school service system,developing "Internet plus supervision" and standardizing the development of online education.
