In recent years,the phenomenon of teachers' overburden has gradually attracted attention.Teacher groups in primary and middle schools generally complained of being overburdened,unable to finish their work,need to work overtime frequently,too many non-teaching tasks,and matters unrelated to education and teaching occupy too much working time,which has seriously affected the teachers' own work and professionalism development of.In January 2019,the Minister of Education Chen Baosheng clearly stated at the National Education Work Conference: "Over the years,we have been working hard to reduce the burden on students,and teachers also need to reduce the burden.We must return our time and energy to teachers." Teacher's Day 2019 On the eve,the “Opinions on Reducing the Burden on Primary and Secondary School Teachers and Further Creating a Good Environment for Education and Teaching” was reviewed and approved,stating that matters not related to primary and secondary school education and teaching should be strictly cleaned up,and the burden on primary and secondary school teachers should be effectively reduced,so that teachers can return to teaching and educating.Job.On December 15,2019,the "Opinions" was formally issued,requiring all regions and departments to conscientiously implement them in light of actual conditions.Since then,various localities have introduced measures and regulations to reduce the burden on teachers in order to reduce the burden on teachers in primary and secondary schools.However,more than a year after the policy was promulgated,whether primary school teachers are still overburdened,whether the burden has been completely reduced,and how to establish a long-term mechanism for teachers to reduce the burden,these all require in-depth thinking and research.In order to analyze the current situation of primary school teachers' workload and the effect of burden reduction governance,and to explore how to construct a long-term mechanism for teacher burden reduction,so that the teacher burden reduction policy can truly exert practical effects,this study selects primary school teachers in S District of Chongqing City as the object of investigation and research.the study.First of all,this paper analyzes the connotation and composition of teachers' workload through literature review and theoretical induction,and clarifies the specific content and starting point of teachers' burden reduction;secondly,it reveals the workload of primary school teachers in Area S and the current situation of burden reduction governance through questionnaire surveys and interviews;The multi-system logic is the analytical framework.From the national logic,the logic of the local education administration department and the school logic,the multiple actors and the disorderly interaction of the multi-system logic analyze the reasons why the existing governance policies fail to achieve good results;finally,learn from the domestic On the basis of existing research abroad,construct a long-term mechanism for primary school teachers to reduce the burden of governance.The governance of primary school teachers' workload problem exists in a specific educational field,and is affected and restricted by multiple system logics.Under the constraints of system logic,the state,local education departments and schools are important actors involved in governance,respectively.Has its own logic.Acting subjects under any kind of logic have their own positions of responsibility,behavioral goals,and interest pursuits in the governance of primary school teachers' burden reduction,which leads to the "failure" and "distortion" of governance.To untie the bell,you must be the person who is the bell,and the construction of a governance mechanism for the burden of teachers also needs to start from these three actors.It includes four aspects: constructing a teacher's work boundary with clear ownership,constructing a multiple guarantee mechanism to protect the rights and interests of teachers,constructing a supervision and evaluation mechanism of teachers' workload,and constructing a collaborative governance mechanism involving multiple subjects.In this way,the workload of primary school teachers can be reduced,and a good education and teaching environment can be created.
