In 2013,Beijing introduced the "Eight Provisions on Alleviation of Academic Expenses for Primary and Secondary Students",which clearly stipulates that primary school students can not spend more than 6 hours in school.This provision alleviates the pressure of schoolwork for primary school students to spend more time to pursue comprehensive and individualized development.However,due to the weakness of the students’ families,the weak foundation of social and cultural environment and other factors,quality education can not be implemented well in extracurricular time.Thus,in order to implement the quality education of primary and secondary students,reduce the pressure of examination of students and improve the overall development of primary and secondary students,Beijing Municipal Education Commission issued a "notice of primary and secondary school students’ extra-curricular activities" on January 14 in 2014.However,it has been nearly four years since the announcement of the program of extra-curricular activities.The research shows,not only from policy requirements,implementation of policies,allocation of funds,but also from the formulation of plans,implementation plans,supervision and evaluation of activities do many problems need to be solved.Therefore,this dissertation investigates the present situation of after-school physical activity in primary schools in Haidian District,and finds out the existing problems.Based on the analysis of the causes of the problems,this paper proposes the long-term mechanism of constructing physical activities after-class in primary schools.The idea is to provide a theoretical basis for the long-term and effective implementation of after-school physical activities in Haidian District.This dissertation is based on the object of study of establishing long-term mechanism for after-school physical activities in primary schools in Haidian District of Beijing.The results show:1.Currently,the current mechanism for post-class primary school physical education activities in Haidian District consists of four aspects: the protection mechanism,the responsibility mechanism,the supervision mechanism,and the propaganda mechanism.However,there are problems in the operation of the current mechanism,namely,the incompleteness of the contents of the various mechanisms,the weaker role relationship among the contents of the mechanisms,the incomprehensiveness of links in various links,and the insufficient role of the existing mechanisms.2.From the organizational form of after-school sports activities,there are mainly various types of societies,after-school training/competition,school district activities/competitions,and class sports activities.They are not sufficiently rich in content and form and have not been able to meet the needs of students.3.The organization and management of sports activities after class is not standardized;plans for after-school sports activities are not detailed enough and cannot be announced to the society and parents in a timely manner;supervision and evaluation are not systematic enough,lack of scientific and timeliness;sports grounds and equipment facilities are insufficient and old The main problems in the development of post-class sports activities in Haidian District,Beijing are the main problems in the development of post-class sports activities in Beijing.4.In response to the problems existing in the current mechanism of after-school sports activities,and in conjunction with related policy documents,a long-term mechanism for the implementation of after-school sports activities was proposed.That is,related supporting systems such as incentive mechanism,guarantee mechanism,responsibility mechanism,supervision mechanism,evaluation mechanism,and feedback mechanism.5.The operation of the long-term mechanism of physical activity after school is a cyclical and dynamic process.It is necessary to ensure the freshness of the long-acting mechanism and the interaction and relationship between various content elements,clarify the relationship between the primary and secondary parties,and ensure the long-term mechanism.The reasonable implementation.
