For whom to reduce the burden? What to reduce the burden? How to reduce the burden?It is the problem that this research is thinking about and trying to solve.In January2018,the state issued the “Opinions of the CPC Central Committee and State Council on Comprehensively Deepening the Reform of Teachers in the New Era”.The document adheres to hundred years policy based on education and the education policy based on teachers,and emphasizes the vital status of teachers.In December 2019,the state issued the “Several Opinions on Reducing the Primary and Secondary School Teachers' Burden and Further Creating a Good Environment for Education and Teaching”,which further focused on the primary and secondary school teachers.It triggers the opportunity to study the problems related to the primary and secondary school teachers' workload under the Burden Reduction Policy.First of all,the research design based on the collection and arrangement of literature.Under the guidance of related scholars and education experts,a questionnaire on the primary and secondary school teachers' workload was formulated.It includes six dimensions: working time,work content,assessment and promotion,interpersonal relationship,professional development and work pressure.The quality of the questionnaire was tested through pre-survey,and the content of the questionnaire was revised.Finally,the formal questionnaire was formed,and the survey information was distributed and collected.Secondly,based on data collection and empirical analysis,we investigate the current situation of primary and secondary school teachers.In the analysis of the difference between descriptive statistics and demographic variables,it is found that the over-burden phenomenon of primary and secondary school teachers is widespread,which is mainly manifested in the following aspects: the actual working hours are too long,undertaking the excessive education and teaching work,the difficulty in assessment and promotion,the complex interpersonal relationship,the obstacles in professional development,and the huge work pressure.these show that the current situation of primary and secondary school teachers' workload is not optimistic.Thirdly,in order to improve the current situation of primary and secondary school teachers' overburden,it is necessary to analyze the reasons for the overburden of primary and secondary school teachers.To this end,this research combines the results of empirical analysis and related literature,and finds that the reasons for the overburden of primary and secondary school teachers are mainly reflected in the following aspects:the first is the improper supervision of government departments,which leads to endless educational thoughts;the second is the rigid organization and management of schools,which makes teachers' work unbearable;the third is the demand of social development,and the standards of teachers are high;the fourth is the educational objects are individualized,and the management of teachers is difficult;the fifth is the teachers have high self-expectation and the mismatched professional qualities.Finally,a precise and feasible burden reduction strategy is proposed based on the analysis of the current situation and the exploration of the causes.Through empirical analysis in the early stage,we found that the burden of primary and secondary school teachers is too heavy,which answered the question of who should reduce the burden;then through the problem summary and cause analysis,we answered the specific content of what to reduce the burden;finally,we need to answer the question of how to reduce the burden.Therefore,this research proposes four suggestions: reducing the burden of formal work,and letting teachers return to the essence of teaching and educating;reducing the burden of rigid management,and letting people-based management enter the education site;reducing the burden of solidified concepts,and creating a humanistic environment for teaching and educating;reducing the burden of self-awareness,and letting teachers regain the self-confidence of life subject.It is hoped that education administration departments and school administrators can create a reasonable education and teaching environment for primary and secondary school teachers,the public and parents can give teachers reasonable expectations,the teachers can actively examine themselves and exert their subjective initiative.We should work together to improve the current situation about the heavy workload of primary and secondary school teachers,so that teachers have more energy to return to teaching and educating.
