Though the universal two-child policy was implemented,the demand for public child care services is growing rapidly.More and more families concer the child care services.However,the public child care services for children under 3 is on the initial stage in our country.However,the development of public child care services under 3 lags behind,and the shortage of child care services and the uneven qualifications have caused children's difficulties for families.So this paper focuses on the development process of pubilc child care services in our country,analysising the experiences from the history of pubilc child care services.And taking the Anshun city for the sample to analysis the supply system of pubilc child care services from the perspective of welfare pluralism.Two-way integration,the introduction of for-profit market institutions to undertake project operation and management through the PPP model while promoting inclusive community childcare,and the encouragement of state-run kindergartens to extend the age of enrolling children to 2 years.We should construct a multi-department and multi-subject supporting system to promote the development of public childcare service from "Welfare monism" to "welfare pluralism",so as to provide reference for other similar regions.,to ensure the advices for Anshun supply system of pubilc child care services.
