With the development of high-level universities in China and the increasing flexibility of colleges in running schools,many colleges in recent years have been starting the exploration of cooperating with transregional governments to set up research institutes.Colleges undertake the functions of talent cultivation,scientific research,social service,cultural inheritance and innovation,etc.The establishment of transregional institutes of colleges give new entities support to their functions and further expands their radiation areas,so that they can better realize their own values in the coordinated development with regions.At present,high-quality scientific and educational resources are essential and important factors for the development of China.Local governments introduce high-quality resources from colleges,and colleges try to innovate the forms of running schools in different places,so as to promote the cooperation and co-construction between schools and regions,which is conducive to the combination of strong and complementary advantages,and promote the supply-side reform of scientific and technological education resources.It should also be noted that the construction of remote research institutes in colleges and universities is still in the exploratory stage.The existing transregional research institutes in Chinese colleges still have problems such as imperfect internal governance and lacking external support and human resources,incomplete ownership of rights and responsibilities,and imperfect scientific and technological service system.Therefore,it is necessary to further explore the development and operation mode of off-campus research institutes in colleges and universities to meet the needs of local development,the development needs of colleges and universities,and the status quo of industry-university-research cooperation.By combining theoretical research with case analysis,this study explores the development and operation mode of transregional research institutes of colleges in China.Firstly,the basic concepts and characteristics of transregional research institutes places are defined,and based on the research of triple helix theory,industry-university-research cooperation theory and regional innovation system theory,the theoretical basis for establishing the development and operation mode of research institutes in different places is discussed.And then generalizes the development process of different research in colleges and universities and analysis,from the Angle of history and reality,divide the development of our country in different institutes for germination,exploration and development of three stages,and summarized the developing in different institutes in our country in such aspects as goal orientation,operation mechanism facing the realistic problems and its reasons.Furthermore,some cases,such as Shenzhen research institute of Tsinghua university,Zhejiang research institute of xi 'an Jiaotong university,"silicon valley" science and education park of Stanford university and Tsukuba university science and technology city of Japan,are selected to analyze the organizational characteristics and operation experience of university research institutes,and to summarize the beneficial enlightenment for the development and operation of university research institutes in different places.Based on the above research,this paper proposes the construction strategy of the development and operation mode of transregional research institutes in China from the aspects of the establishment of development goals and positioning,the structure of organizational structure and management system,and the construction of operation mechanism and development mode.
