Since the middle of the 20th century,people have paid more and more attent ion to the role of education in social and economic development,and countries al 1 over the world gradually regard education as the top priority of social developm ent.Among the factors that affect the development of education,the quality of teacher education is more and more prominent.People realize that the construction of a high-quality teaching staff is crucial to the success of education reform.Some developed countries take the lead in developing in-service teacher education.After the Second World War,influenced by the United States and other West ern capitalist countries,Japan has paid more attention to inservice teacher educati on and implemented some policies in promoting the development of in-service tea cher education in primary and secondary schools,such as establishing advanced guiding concepts,establishing a sound security system,implementing different levels of training and daring to break the lifelong teacher qualification system.At present,the development of in-service education for primary and secondary school teachers in China has also achieved certain results.However,as China is still in the exploration stage of in-service education for primary and secondary school teachers,there are some problems,such as vague educational concept,lack of perfect security system,lack of pertinence of in-service training and relevant systems to be improved.Japan's experience can be used for reference to solve China's problems.This paper takes the historical evolution of Japan's in-service education policy for primary and secondary school teachers as the research object,and expounds the background and policies of Japan's in-service education for primary and second ary school teachers at different stages of development since the end of the Second World War.It is hoped that this study can provide reference for solving the problems encountered in the development of in-service education of primary and secondary school teachers in China,and promote the reform and improvement of in-service education of primary and secondary school teachers in China.The introduction part of this study includes the reason of topic selection,rese arch significance,research status at home and abroad,research methods,concept definition and theoretical basis.The first part first introduces the background of inservice education for primary and secondary school teachers in Japan from the end of World War ? to the end of 1960s,then analyzes the relevant policies of inservice education for teachers in this period,and finally summarizes the relevant experience.The second part analyzes the development background,policy and experience of in-service education for primary and secondary school teachers in Japan from 1970s to the end of 1990s.The third part analyzes the new challenges faced by the in-service education of primary and secondary school teachers in Japan since the 21st century,as well as its reform policies,and finally summarizes the relevant experience.The fourth part is the inspiration and reference of this paper.It summarizes the development course of Japan's in-service education policy for primary and secondary school teachers,which has certain reference significance and inspiration for the development of China's in-service education for primary and secondary school teachers.
