Research On Performance Evaluation Of Science And Technology Input And Output Of Universities Directly Under The Ministry Of Education Of Shaanxi Province

In the era of knowledge economy,science and technology are the driving force for social development.In recent years,with the continuous increase of scientific and technological input in colleges and universities,the scientific and technological output of colleges and universities has gradually attracted social attention.Among them,universities directly under the Ministry of Education are the main force of scientific and technological innovation,and the level of their scientific and technological output directly affects the level of science and technology in our country.As a major science and education province in my country with five universities directly under the Ministry of Education,Shaanxi Province has relatively abundant resources for science and technology education.However,when analyzing the status quo of the performance evaluation of science and technology input and output of colleges and universities directly under the Ministry of Education of Shaanxi Province,it is found that there is a lack of a unified science and technology performance evaluation system,ignoring the social benefits of science and technology output,and lack of The issue of performance evaluation in terms of the quality of scientific and technological output.This study optimizes the scientific and technological performance evaluation index system based on the performance evaluation management method of the Ministry of Finance,adds the quality of scientific and technological output and social benefit indicators to the performance evaluation index system and classifies them,and then uses SPSS to verify the indicator system and finds that the indicator system is reasonable.Later,the DEA method and the Malmquist index method were used to apply the science and technology input-output performance evaluation index system of colleges and universities directly under the Ministry of Education of Shaanxi Province.The main aspects of output performance that need to be improved.It also proposes that universities should attach importance to the evaluation of scientific and technological performance,universities need to formulate rules for scientific and technological performance evaluation,and universities should continue to optimize and improve the guarantee measures of the scientific and technological performance evaluation system.
