The vocational training system is a system formed by a series of training activities provided to the national labor force to improve vocational skills and professional ethics.It consists of four parts,including vocational training standards,national vocational qualification certification,vocational training and talent recognition.The housekeeping service work is a transition from family functions to the market.Most of the groups faced by housekeeping service practitioners are vulnerable groups such as the elderly,children,and mothers.Therefore,the professional quality and vocational skills of housekeeping helpers are valued by society.Vocational training for workers has become one of the necessary jobs.This study uses the institutional logic in the neo-institutionalism theory as an analytical perspective to explain the evolutionary logic of the vocational training system at different development stages.Institutional logic emphasizes the impact of the external institutional environment on organizational action choices and behavioral patterns,and thus has important significance for analyzing the formation and role of specific mechanisms.Under the guidance of such a theory,this research raises a research question: What kind of institutional evolution logic exists in the field of vocational training during the evolution of the vocational training system for housekeeping service? And under such a logical influence,what path does the strategic choice of the action subject promote the development of the vocational training system?In order to answer this question,this study took Shanghai housekeeping service enterprises as a case,conducted field observations on Shanghai housekeeping service enterprises and training institutions,and conducted in-depth interviews with relevant case subjects.First of all,the author made observation visits to housekeeping service enterprises in Shanghai and learned that the current housekeeping service market is divided into two types of intermediary and quasi-employee companies.In order to understand the performance of the two types of enterprises in the construction of vocational training systems,the author Six companies were selected for observation and interviews.In order to understand the internal vocational training mechanism of the company,the author participated in a four-and-a-half-day training course with the consent of the company,and learned about the internal training process,assessment methods,and the performance of each subject in the training;at the same time,in order to The attitudes of business managers,trainers and housekeeping service practitioners on vocational training were also interviewed in depth.In order to understand the government's strategy and perspective in the construction of the vocational training system,as it was difficult to reach relevant government personnel,the author contacted the vice president of the housekeeping service industry association and conducted indepth interviews with the intention to obtain the government's vocational training system.During the decision-making process,the author was also fortunate to participate in the annual meeting organized by more than 200 housekeeping service enterprises.In this exchange,the author was also fortunate to have contacted the three presidents of the Shanghai Industry Association and learned about the construction of the current vocational training system.System dilemma and future development.This article believes that the study of this issue has important research significance.First,from the theoretical point of view,it broadens the scope of theoretical interpretation and enriches the theoretical application scene.Previous researches mostly focused on the research of individual actions or organizational operation models at the micro level,and there are also great limitations in theoretical applications.Secondly,from a practical point of view,vocational training construction is one of the current national key development projects,and it is also the trend and direction of industry development.National systems and policies must have a negligible impact on the development of internal corporate mechanisms.Analysis of the construction of vocational training system from the perspective of institutional logic can well reveal the government's action performance in the construction of vocational training system and the insufficient action of enterprises in vocational training activities,so as to provide practical reference experience for decision-making and selection of enterprises.
