The efficiency of primary and secondary school governance is the core issue of school organizational reform and the key issue of educational reform and governance.Entering the new era,the people of our country are continuously demanding fair and high-quality education,but the development of education is still unbalanced and inadequate.The most direct and concrete reflection of the insufficient and unbalanced development of education is the difference in governance level and output efficiency among schools.Through effective school governance efficiency policies,governance performance paradigms and governance performance actions,it has been the basic value and development goal orientation for primary and secondary schools to realize high quality and efficiency,good governance effect and excellent social benefits of school management.As early as 2010,the medium and long-term education reform and development plan outline promulgated and implemented in our country made institutional arrangements for the governance reform of primary and secondary schools.Under the background of deepening the comprehensive reform in the field of education,analyzing and studying the school governance efficiency is of great theoretical and practical value for optimizing and perfecting the functional structure of school education governance,improving the school governance capability and operating efficiency,thus effectively promoting the school to improve the level and quality of running a school.Based on the governance efficiency of the primary and middle schools in kunming city as the research object,research purpose is to improve the primary and secondary schools in kunming,the path of the governance structure and improve school management efficiency on the research methods,using the method of literature retrieval method,the methods of investigation and interview method,through to the school management reform at home and abroad and the analysis of the literature,such as construction of school effectiveness combed the efficiency of the school management research,and the research covers and need to illustrate the related concepts and theories,provide theoretical support for the research;Through the reading of relevant literature,the author understands the practices and measures in the construction of the governance effectiveness of primary and middle schools in China,which provides a train of thought for this study.Through in-depth investigation,interviews and questionnaires,the materials and data needed for the research of this subject were collected,and the relevant problem clues and Suggestions to solve the problem were obtained,which provided a strong foundation for the research of this paper.In specific research,for small and medium-sized school management and school effectiveness analysis framework,first of all review summarized the elementary and middle schools in kunming,the governance efficiency of the construction of the course,and then probes into necessity of small and medium-sized school management efficiency of construction,then through analyzing our country more than 30 years of education policy changes,combed the school management and school effectiveness evaluation of the main points,make the primary and middle schools in the city of kunming management performance evaluation index system,using the analytic hierarchy process(ahp),constructed the weight coefficient of each index,and in some small and medium-sized school management efficiency of kunming city construction research,C and K school campus management performance evaluation based on the analysis of the practice,This paper points out the problems existing in the governance effectiveness of primary and secondary schools and analyzes the factors that hinder the construction of the governance effectiveness of primary and secondary schools.Finally,based on the analysis of the problems,and under the guidance of governance theory,school-based management theory,educational ecology and other theories,this paper puts forward countermeasures and suggestions to improve and enhance the governance effectiveness of primary and secondary schools,which should pay attention to the construction of governance policy system,governance capacity,performance management system and governance mode innovation.The study led to the following conclusions:1.By combing the governance capacity of primary and secondary schools in Kunming and the changes in the efficiency evaluation policies of primary and secondary schools,and considering the internal and external environment of the schools,the evaluation of the governance efficiency of primary and secondary schools can bemeasured from the three dimensions of "quality of personnel training,quality of teachers,and social reputation of the schools".2.There are some problems in the governance efficiency construction of primary and secondary schools in Kunming,which are mainly manifested in the following aspects: the transformation of government functions is not in place,the management,operation and grading are not complete,the autonomy of running schools is not in place,the construction of modern school system lags behind,and the internal governance structure of schools is not perfect.3.In view of the existing problems in the governance efficiency construction of primary and secondary schools in Kunming,four countermeasures and suggestions are formed,namely,perfecting the governance policy system of primary and secondary schools,improving the governance capacity of primary and secondary schools,constructing the performance management system of primary and secondary schools,and innovating the governance mode of primary and secondary schools.
