Under the background of innovation-driven development strategy,talents as the first resource for regional development play an important role in improving the level of scientific and technological research and development,enhancing independent innovation capability and enhancing comprehensive strength.The current unreasonable talent allocation has seriously weakened the ability of talents to promote economic development.Therefore,realizing the rational and effective allocation of talents is crucial to innovation-driven development.At the same time,the state put forward the requirements of “improving the talent management method” and “building a scientific and standardized,open and inclusive,and efficient operation of the talent development governance system”,which reflects the importance that the national level faces in the governance of innovative talents at all levels of government.At present,the research on talent allocation and talent governance mainly focuses on the configuration mechanism and governance mechanism,while the research on talent allocation efficiency evaluation and talent governance model is less.This paper systematically evaluates the talent allocation efficiency in Tianjin,sorts out the problems of talent allocation in Tianjin,and designs the Tianjin talents collaborative governance model to provide policy recommendations for talent management in Tianjin.The research has achieved the following four aspects:(1)The Tianjin talent allocation efficiency evaluation index system was constructed and the talent allocation efficiency of Tianjin was measured.Based on the research results of relevant scholars and following the principles of science,objectivity and data availability,this paper constructs the evaluation index system of talent allocation efficiency in Tianjin,and uses the super-efficiency DEA method and Malmquist index to evaluate the talent allocation efficiency of Tianjin..(2)Empirically demonstrates the spatial and temporal pattern evolution and autocorrelation of talent allocation efficiency in Tianjin.The spatial and temporal evolution of talent allocation efficiency in Tianjin from 2009 to 2016 was analyzed by ArcGIS software.The global and local spatial autocorrelation index of 16 administrative regions in Tianjin was measured by exploratory spatial data analysis(ESDA).(3)Designed a model for collaborative talent management in Tianjin.Based on the problems of talent allocation in Tianjin,combined with the theory of collaborative governance,the author identifies the main body and structure of talent coordination in Tianjin,deduces the ideal state of talent coordination in Tianjin,and divides the process of talent coordination into leadership,communication,cooperation and Collaboration in four stages,and designed the Tianjin talent management model.(4)Put forward the talent governance strategy of Tianjin.According to the above research conclusions,the countermeasures of talent management in Tianjin are put forward from the aspects of talent-related resource transformation ability,“ Government-X ” relationship boundary,science and technology innovation development,talent flow system mechanism,talent service guarantee level and talent collaborative governance mode.With suggestions.
