Research On The Action Mode Of Social Work Intervening In Rural Welfare Institutes Under The Dual Framework Of Structure-Action And Action-Discourse

In recent years,the elderly in rural welfare homes have gradually become an increasingly large group.More and more rural elderly have entered the rural welfare homes to spend their old age,and the aging of the whole society has caused this group to attract high attention from the society.The research ideas of this paper are based on the action-discourse theory framework,supplemented by the structure-action theory framework.Through the reconstruction of the dualistic theoretical framework,three research methods,such as the literature method,the participatory observation method and the interview method,are adopted.Taking the Rural Welfare Institute in District D of W City as a case study,the action process of social workers participating in rural welfare institutions is regarded as a whole,and the government,social worker service institutions,rural welfare institutions,professional social workers,social volunteers,and rural areas will be involved.The six stakeholders in the welfare institution found bottlenecks and problems of various stakeholders in a single theoretical framework,and discussed the causes of the problem from both macro and micro levels.Under the guidance of this research idea,it is intended to explore the current status of social workers' participation in rural welfare institutions.What problems existed at present and whether the best results have been achieved.Through in-depth observations and field interviews with different subject groups,it is found that there are certain problems,such as the needs of service targets are difficult to meet due to diversification and multi-level;the lack of professional social workers intervention;the lack of self-government capacity of rural welfare institutions;In administrative rigidity;insufficient participation of social volunteers;lack of social work service institutions.Through the participation of social workers,it is possible to make the interests of multiple parties bigger,to link resources of all parties,and to integrate the advantages of all parties,so as to explore a new set of action mechanisms.Under this new mechanism of action,the roles of various stakeholders need to be reconstructed:the government as a decision maker and a leader should be a supporter of the long-term mechanism;rural welfare institutions need to establish a function while safeguarding the main body.Training and incentive mechanism for staff,and appropriate guidance of market capital integration;in terms of service targets,we should improve autonomy and tap their own potential;professional social workers should do a good job of linkage and coordination,and coordinate the relationship between multiple subjects;social work service agencies The level of professionalism should be improved and the platform for linkage integration should be well done;the participation of social volunteers should be equal to both"thrust" and "pull".It is difficult for the social worker side to act as the main body of action,and it is difficult to achieve long-term protection of the action effect.Therefore,multi-party linkage integration is a key point in the process of social work.The innovation of this paper is that in the previous research,the rural welfare institutions did not use multiple stakeholders as the entry point to conduct research on social workers' participation in rural welfare institutions.The difficulty of this paper is that the development of rural welfare institutions in China is still not mature,and there are few related studies on rural welfare institutions in other parts of the country,and there is a lack of reference experience.The study concluded that rural welfare home operations are shared by multiple stakeholders.Under the guidance of the new theoretical framework,through the participation of professional social workers,with the social work service institutions as the platform,relying on the support given by the government,we will jointly integrate the resources of all parties and actively launch the social volunteer service force for the rural welfare institutions.And the service target provides better service,and finally achieves a more rational and efficient service of resource utilization,and provides a new practical action system for social workers to intervene in rural welfare institutions.
