Research On The Performance Evaluation Of Investment Attraction Of Chongqing Liangjiang New Area Management Committee

In recent years,how the overall effectiveness of investment promotion has become a core issue of public concern.Investment promotion can not only see whether the government’s economic management functions are fully utilized,but also bring development to the economy.In order to objectively evaluate the specific work results of the government’s investment promotion,and seek ways to improve work efficiency,improve the ability of all aspects of investment promotion.Various local government departments can put forward different performance evaluation index systems and evaluation methods for investment promotion based on local actual conditions.Based on this,this article takes Chongqing Liangjiang New District as an example to study the performance appraisal of investment promotion of Chongqing Liangjiang New District Management Committee,which has important practical significance for the performance evaluation of investment promotion of Chongqing Liangjiang New District and strengthen and improve local government management.This article uses a combination of qualitative and quantitative research methods to study the performance appraisal of investment promotion by Chongqing Liangjiang New District Management Committee.First,it summarizes the current domestic and foreign research,and discusses the necessity of government investment performance evaluation based on related theories.Secondly,collected and compiled statistics on the investment promotion situation of Chongqing Liangjiang New District Management Committee,analyzed the status quo of the performance evaluation of investment promotion of Chongqing Liangjiang New District Management Committee based on the results,and analyzed the problems that appeared in the performance evaluation of investment promotion of Chongqing Liangjiang New District Management Committee.And the reasons for inductive analysis.Thirdly,based on the current situation of investment promotion and performance appraisal of Chongqing Liangjiang New District Management Committee,we put forward measures to improve the performance appraisal of Chongqing Liangjiang New District Management Committee.Finally,draw conclusions and prospects.This article analyzes and studies the field of performance evaluation of local government investment promotion,which is a new field in itself.The analytic hierarchy process is used to construct a performance evaluation index system for investment promotion of Chongqing Liangjiang New District Management Committee,and a comparison is constructed based on these existing problems.A scientific and standardized index system for the performance evaluation of local government investment promotion.This research is a supplement to the research in this field and provides a reference for optimizing the performance evaluation and management of local government investment promotion.The results show that the problems existing in the performance appraisal of investment attraction of the Management Committee of Liangjiang New Area in Chongqing are mainly reflected in the following five aspects: the prominent value orientation of local government,the incomplete main function of performance appraisal,the lack of performance appraisal indicators,the non-standard performance appraisal system and the insufficient application of performance appraisal results.The reasons for the problems mainly involve the influence of local governments’ own factors in the performance evaluation of investment attraction,the narrow scope of evaluation implementation units,the failure to establish a perfect performance index evaluation system,the low standardization and informatization of performance evaluation,and the improper use of performance evaluation incentive mechanism.Further combined with expert scoring,the single indicators are designed from the four dimensions of government vision,enterprise vision,investment environment and investment promotion performance,so as to change the investment promotion performance evaluation index system,making the investment promotion performance evaluation system more comprehensive and easy to operate.This paper puts forward the performance appraisal countermeasures suitable for the investment attraction of the Management Committee of Chongqing Liangjiang New Area,including returning to the performance appraisal value orientation of "serving the government",expanding and clarifying the main scope of performance appraisal,further improving the performance appraisal index system,gradually realizing the standardization and informatization of the appraisal system,and establishing a sound performance appraisal incentive and feedback mechanism.
