Research On Elderly Care Services For The Disabled In Heilongjiang Province

Social security for the disabled is also an important part of the development of the national disability cause.How to solve the problem of elderly care services for the disabled and whether to protect the rights of the disabled as a special group are important aspects of testing the state's ability and reflecting whether the national law is sound.In the context of serious aging in Heilongjiang Province,this paper studies the elderly service for the disabled in Heilongjiang Province.First of all,the basic situation of disabled persons and related service support is analyzed from seven aspects: age distribution structure,disability category and grade,education level,accessibility facilities and assistive devices adaptation,rehabilitation system construction,nursing services and participation in social insurance.Through the analysis of questionnaire survey,it is concluded that the choice of old-age service mode is still mainly based on the home-based old-age service mode,and the factors affecting the improvement of old-age service quality are mainly in service,medical treatment,cost,professionalism and food hygiene.It further clarified the development process of the current laws and regulations on the disabled and the specific practices of Heilongjiang Province,classified the laws and regulations into six aspects,including living security,medical endowment insurance,medical rehabilitation and maintenance services,and summarized the problems of limited policy security,low degree of socialization,imbalance in the distribution of institutions and the lack of professional personnel.Secondly,it analyzes the existing problems and concludes that the reasons for the existing problems mainly lie in the government's weak sense of responsibility,the lack of social attention and support,and the limited pension fund investment.The author hopes to propose solutions based on the policy innovation in Beijing,the model innovation in Shanghai and the advanced experience of foreign developed countries such as Britain's universal service system and Japan's personalized old-age service.Finally,from the three aspects of strengthening the consciousness of the government as the subject of responsibility,integrating social resources and optimizing the level of elderly care service for the disabled,suggestions are put forward to improve the elderly care service system for the disabled in Heilongjiang Province and even the whole country,providing certain theoretical reference for the improvement of the elderly care service system for the disabled.
