Research On The Dilemma And Countermeasures Of Professional Development Of Community Services For People With Intellectual Disabilities

The group of people with intellectual disabilities is one of the major targets of assistance for the disabled and social work service.To get them integrated into the society and enjoy equal rights, under the guidance of the concepts of "Deinstitutionalization" and "normalization", service for people with intellectual disabilities in western countries are developing in the direction of "communalization". In recent years there established many community services for people with intellectual disabilities in various places of China actively integrating community resources to provide professional community-based rehabilitation and education service for people with intellectual disabilities. This article selects "C nursing center in Gulou district of Nanjing" held by Nanjing J organization as the research case, makes an in-depth investigation on the current condition and difficulties of community services for people with intellectual disabilities, and know better about J organization. The purpose of this practice is to promote the professional level of community services for people with intellectual disabilities in Nanjing.This article firstly introduces current development tendency of "communalization" and "professionalization" of service for people with intellectual disabilities, and macroscopically indicates the current professional development of community services for people with intellectual disabilities in Nanjing. Next it analyzes relevant practice of J organization in promoting the professional level of community services in Nanjing through the theoretical framework of Social-ecological System.And then with C center as example, it further analyzes dilemma and countermeasures. In the end, the article combines with theory and practice of social work to explore the path to improve the professional level of organization service. This article thinks at present community services for people with intellectual disabilities are facing certain difficulties and challenges in six aspects:the professional pattern of organization management, professional channel for fund raising, professional cultivation of human resources, professional system of service contents, construction of professional relationship between parents, and execution methods of professional training. To solve these problems, this article proposes to start from three aspects of the cultivation and promotion of social work concept, social worker’s intervention to solve organization problems, and applying social work professional method to carry out work for the purpose of improving the professional level of community services for people with intellectual disabilities.
