During the period of the Republic of China(1912-1932),Harbin was a city with mixed Chinese and foreign residents,prosperous commerce and open culture.In the late Qing Dynasty,the affiliated area of Harbin Middle East Railway was occupied by Russia,and the Binjiang County of Harbin was ruled by the government of the Republic of China.Therefore,Harbin was divided into Binjiang county and the affiliated area of the Middle East Railway.Later,the extraterritorial jurisdiction of the affiliated area of the Middle East Railway was recovered from the Russians.In order to better manage this area,the government of the Republic of China specially established the special area of East Province.There are many overseas Chinese living along the Middle East Railway,with special political,economic and cultural conditions.The residents in Binjiang county are mainly Chinese,which lags behind the special area of eastern province in terms of economy and culture.At that time,there was no complete and unified legal system,and the application of law was different in the trial of cases.Harbin’s urban judicial culture is constructed under the social background of different governance in the same city and non-interference with each other.The importance of judicial culture in Harbin during the period of the Republic of China is reflected in its open and inclusive judicial concept.The construction of judicial culture in Harbin reflects the special form of judicial exchange between Harbin and the West.Through the investigation,it can be concluded that under the characteristics of different governance in the same city,Harbin urban judicial culture in the period of the Republic of China also has the content of stage,diversity,convergence and leadership,which has an important impact on modern judicial culture.
