Research On The Improvement Of Administrative Approval Service Efficiency In Zhanshan Street, Qingdao

Qingdao City,Shandong Province,has started to be organizing and implementing the efficient Qingdao construction since 2019,adhering to the principle of "less,faster and better",and continuously deepening the reform of "decentralization,management and service".According to the deployment of Qingdao city on promoting the construction of efficient Qingdao,Zhanshan Street,as a pilot unit for speeding up government review and approval,precisely implements the approval service of "immediately,online,nearby and once",makes every effort in reformation of "releasing management and service",improves the satisfaction of grassroots government review and approval services,and provides "acceleration" for replacing old growth drivers with new ones.Based on the in-depth elaboration of the concepts of government review and approval and service efficiency,and the guidance of the overall government theory,service-oriented government theory and limited government theory,this paper introduces the background of the reform of government review and approval service in Zhanshan street.In particular,in recent years,Qingdao has issued the suggestions on the reform of the government review and approval system and on the practice and effectiveness of the improvement of the government review and approval service efficiency in other districts and cities of Qingdao.This paper makes an in-depth study on the exploration practice and effectiveness of government review and approval service efficiency in Zhanshan street,and concludes that there are some problems in Zhanshan Street government review and approval service,such as lack of supervision of government review and approval,low utilization rate of government affairs online,lack of enthusiasm and initiatives of some junior staff.The main reasons for these problems are that the transformation of government functions is not well-operated,government service information platform is not well-performed,and work training and assessment channels is not effectively fulfilled.In view of the existed problems and the underlying reasons of Zhanshan Street's government review and approval service,combined with the new mode of Shenzhen's "second report second approval integration" government service,the convenient reform of Chengdu Wuhou District's online shopping examination and approval service,the "five one" mechanism of Ya'an City's examination and approval service,and the experience of improving the efficiency of foreign government review and approval service reform,through literature research,empirical analysis,comparative research,and the analysis of the current situation of Zhanshan Street's government review and approval service through field research and other methods,the path to improve the efficiency of government review and approval service in Zhanshan street is summarized: it is suggested to improve the management system,standardize the service content,speed up information sharing,optimize the approval process,take the initiative to serve the front,help the town and street level government review and approval service efficiency,open up the last mile of serving the masses,and realize the goal of building a service-oriented government.
