Research On The Supervision Problems And Countermeasures Of The Government's Purchase Of Public Employment Services In S District

Under the background of changing the functions of local governments and streamlining administration and delegating powers,the government purchase of public employment services has gradually become the main way of providing public employment services.The government purchase of public employment service is a kind of service contract relationship established between the government and the employment service institutions.In order to achieve the goal of local public employment,the government signs a contract with the professional employment service institutions through the market way,and it is a service supply mode in which employment service institutions provide public employment services for the public.Through the purchase of public employment services,the government can not only decompose part of its specific work,but also provide more effective public employment services.The government purchase of public employment services is of great significance in optimizing the use efficiency of financial funds,meeting the employment needs of the people,and fully integrating various employment resources.Although the governments don't directly participate in the supply of employment services,they still participate in the management and supervision of purchasing employment services.Employment service institutions need to provide public employment services according to the wishes of governments or the objectives stipulated in the contract,and in essence,the governments still provide public employment services.However,the supervision on the government purchase of public employment services is also facing some problems.Through the study of the problems and reasons in the supervision of government purchase of public employment services in S district,analyzes and discusses how to solve these problems,which has great significance for S district to improve the quality and efficiency of government purchase of public employment services,improve public employment services,realize the effective allocation of public employment resources,better serve the employment work under the new situation,and promote social employment.Firstly,the relevant concepts of government purchase of public employment services are defined,and the literature on government purchase of public employment services and supervision at home and abroad is systematically sorted out.Based on the current situation of public employment services in S district,this paper makes a statistical analysis of 1822 valid questionnaires of the public employment services in S district,and analyzes the problems and reasons in the supervision of the government purchase of public employment services in S district.According to the analysis results,this paper puts forward some suggestions to further improve the supervision of the government purchase of public employment services in S district.Based on the theory of public governance,this paper analyzes the problems and causes of the supervision of S district government's purchase of public employment services from the perspectives of government's main responsibility,public participation and third-party supervision.On the basis of this research and analysis,this paper starts from three aspects: giving full play to the leading role of the government,actively mobilizing public participation in supervision,and giving full play to the third-party supervision In order to provide suggestions for the supervision of S district government's purchase of public employment services,this paper puts forward nine improvement countermeasures and suggestions,including changing service concept,introducing policies,improving the system,cultivation of supervision awareness and introduction of third party.
