China’s aging population is speeding up.Among the aging population,the rural population accounts for 90%.The pension problem of the elderly population in rural areas is becoming a social problem.At present,the old-age service mode of some rural residents has gradually developed from the traditional home-based care mode to the village centralized care mode,which puts forward higher requirements for the old-age service in the allocation of old-age resources.At present,there is a big gap between the services provided by township governments in terms of policies,funds,personnel,services and other resource allocation and the needs of the elderly,which is difficult to meet the needs of the elderly in rural areas under the new situation.Exploring the construction of multi-agent participation and cooperation to optimize the allocation of rural centralized pension resources is an effective way to improve the level of rural elderly pension,which is conducive to providing higher quality services We should improve the existing rural pension service system and enhance the happiness of the rural elderly.This paper takes K town in Rizhao City as an example,through field research and other ways,from different angles to understand the current situation and shortcomings of K town’s centralized endowment resource allocation,to explore the problems in the process of rural centralized endowment resource allocation and their causes,and finally from the perspective of collaborative governance,puts forward the way of multi-agent collaborative participation in rural centralized endowment resource allocation.This paper is divided into three parts.Firstly,it analyzes the status quo of rural centralized pension and resource allocation in K town.The government of K town actively explores the rural centralized pension service,starting from the poor villages to build village level happy homes,providing village level pension service for the elderly in the village,so as to realize the village level centralized pension.From the aspects of human resources,capital resources,facilities resources and policy resources allocation,it can be seen that the K town government has made a lot of efforts in the allocation of rural centralized pension resources,but it is still difficult to meet the pension needs.Secondly,it makes a further study on the problems and reasons of the allocation of centralized pension resources in K town.Specifically,there are some problems,such as low overall level of rural centralized endowment resource allocation,absence of the third sector in collaborative governance,low matching degree of supply and demand in endowment resource allocation,low participation degree of market and public in optimizing rural centralized endowment resource allocation.The reasons are that the government does not perform its duties in providing pension resources,the collaborative governance system with the participation of the third sector is not perfect,the government fails to take into account the pension needs of different elderly groups,and the lack of collaborative motivation of the market and the public.Finally,from the perspective of collaborative governance,this paper puts forward countermeasures to optimize the allocation of rural centralized pension resources.The first is to clarify the division of labor and responsibilities of the government,the market,the third sector and the public in participating in the allocation of rural centralized pension resources;the second is to put forward the establishment of a multi-agent dynamic mechanism,the establishment of a sound information management platform for resource sharing,the establishment of a sound supervision and evaluation feedback mechanism,and constantly build and improve the collaborative mechanism of rural centralized pension resources allocation.
