Research On My Country's Administrative Accountability System

Under the new historical conditions,it is necessary to strengthen the supervision and restriction of administrative power to accelerate the construction of government under the rule of law.At this time,it highlights the significance of improving the administrative accountability system in China.Strengthening the study of administrative accountability system plays an irreplaceable role in guaranteeing the construction of government under the rule of law and promoting the benign development of administrative accountability under the rule of law.The "SARS Event" was an important turning point in the development of China's administrative accountability system.The crisis exposed the problems in the system at that time,such as too much emphasis on the accountability after the event but ignoring the accountability before the event,incomplete development of different accountability,incomplete scope of accountability,unestablished supporting systems,and weak operability.In the current situation of comprehensively advancing the rule of law,deepening institutional reform and transforming government functions,improving China's administrative accountability system is the requirement of national development and more importantly,the need to protect the rights of citizens.Starting with the basic concept of administrative accountability,this paper analyzes the main body,object,scope,procedure and method of administrative accountability with the help of its development history,and then expounds the theoretical basis of administrative accountability system,such as the theory of people's sovereignty,the theory of administrative supervision and the theory of government by law.Through to our country administration accountability system about the development of research,to learn more about administrative accountability,the party of the differences and relations between accountability,and to a more typical case of accountability in recent years,points out that the accountability in the legal system is not yet perfect,relevant factors define accountability is not science,the accountability system is not perfect,the related mechanism is not sound,etc.By summarizing the experience of the administrative accountability system in Germany,Japan and the United States,the author combs out the enlightenment for the development of the system in China,and combines the improvement of the administrative accountability system with the democratic supervision system,the government administration assessment,the government information disclosure and other systems.It also puts forward some concrete measures to promote the establishment of the legal system of administrative accountability and to broaden the establishment and improve the supporting facilities.
