| Recent years, with the continuous progress of democracy, both the central and the local governments have actively carried out the practice of administrative accountability. There raised a accountability storm in China. The premier Wen Jiaobao concluded incisively and brilliantly that "there must be responsibility for authority, and the use of the power must be supervised, and infringement must be compensated" to strengthen the government's sense of responsibility, and the modern responsible government construction. Administrative accountability supervises the government and its officials to better perform their duties, truly "concern people, benefit people, and work for people", and establishes a clean and efficient responsible government. There are two distinct characteristics of the current research in China's administrative accountability system: both "new point" and "hot spot". But the theoretical research of administrative accountability lags behind practice. No matter from the practice or the actuality of the theoretical research, it is increasingly becoming an urgent and practical issue to do the theoretical research of administrative accountability.The article includes five parts, interprets the administrative accountability comprehensively from different points of view, and puts forward the problems of the China's administrative accountability, analyzes the causes and measures. These are:The first part of the article is introduction; it introduces the significance of the research. The administrative accountability is the way to establish responsible government and achieve "concern people, benefit people, and work for people". It analyses the current status of administrative accountability, comments on the representative viewpoints, notes the research gaps, and also describes the overall framework of the article, innovation and insufficient.The second part explains the concept, characteristics and the implementation of administrative accountability comprehensively, gives an overall qualitative analysis on administrative accountability. It analyzes the subject, object, scope, procedures of administrative accountability, and accountability system, and the consequences. And it retrospects the history of administrative accountability, and introduces China's current administrative accountability situation.The third part analyzes various theories to explain the logical connotations of administrative accountability. It analyzes the theoretical basis of administrative accountability: modern Western democratic ideology is the ideological root; new system economics is the economic theory basis, modern administrative ethics is the ideological foundation.The fourth part analyzes basic model of administrative accountability, sums up the characteristics. It introduces the situation of administrative accountability in China mainland, takes Chengdu, Shenzhen and Zhejiang as examples, and analyzes the status and difficulties of administrative accountability. And also it introduces some main western administrative accountability models and features, analyses their common characteristics which we can learn from.The fifth part combines theory with practice, focus on China's actual situation, it proposes system innovation and path selection of administrative accountability. The accountability cultural construction is the ideological foundation, a unified administrative Accountability Act is the legal protection, allogeneic accountability system design is the key, administrative accountability mechanism construction is the main content, administrative accountability matching system is important step.The article innovates in the path selection of China's administrative accountability. First, place the administrative accountability culture construction on the perspective of "civil society". Because of over 2,000 years of feudal rule, Chinese people's sense of citizenship is weak which resulted series of problems in political and cultural values. A fundamental solution to the problem of administrative accountability is to rear civic consciousness, and enhance awareness and ability of public participation and supervision. Second, refer to German Transparency International, innovates in allogeneic accountability system design, to develop the third sector, strengthen civil group and non-government organizations' monitoring role.Administrative accountability system is an innovation in government governance. Therefore, during the study of administrative accountability process, many problems come out. As we go deep into the research, we will increasingly feel that there are numerous conflicts in administrative system, even the political system conflicts. In the reform of the administrative system, how to rationalize the relationships between government and party committees, government and the people's congresses, government, enterprises and citizens, society and market is still a tremendous problem and challenge. |
